National guard gift history in Highland, California began with the installation of a military police force on May 10, 1881. The unit was called the " Pioneer Cavalry," and its mission was to provide law and order in the community. In 1915, a new armament company was organized under the command of Lt. Col. John H. Pilcher, which became known as the "Pioneer Rifle Company." The unit served until World War II when it was disbanded due to budget cuts. When World War II ended, many veterans returned home from Europe and Asia with their ranks depleted by combat and injury. These veterans needed housing and food, so on July 14, 1944, the City Council adopted Resolution No. 622 authorizing the erection of a National Guard Armory within city limits for storage and use by members of the Guard during wartime shortages or for other emergencies caused by war-time conditions. On October 1, 1944, Commander David Larkin authorized establishment of an Honor Guard detachment to presentation arms at state funerals for fallen soldiers from World War I through World War II who had been laid down at Caltrans Cemetery in Valley Village since November 9th 1918 (the Armistice Day). The first contingent arrived on November 20th; however personnel soon exceeded expectations so that encampments were set up near Mission Bay Boulevard and State Street in downtown Highlandtown where tents were erected on open ground near Third Street Park; then barracks were built northward on Avenue Q between First Streets Girdle & Second Streets Depot opposite Masonic Temple; finally stands today's old post office building constructed between First & Second Streets depot at corner of Fourth Street) The first regular national guard duty in Highland occurred when troops assembled at Seventh Avenue and Valencia Street on December 12th 1941 to celebrate Christmas Eve with local civilians living nearby. A detachment from Camp Pendleton arrived later that day but remained inactive because there was no need for such a large force outside of San Diego County The deployment into WWII increased activity at both Camp Pendleton Naval Air Station (now Donaldson Air Force Base) adjacent to town center east side of PCHWY & surrounding hillsides including property now occupied by Marine Corps Base Camp Pendleton Eastside Barracks located just off radar range FSB Greenwood while AN/TPSQ-2 weather radar site also reported movements around echo sites over surrounding hillsides although never confirmed as enemy aircraft

In 1848, when Captain John Capps founded Independence Bayou near present-day Highlandtown, he began trading with Native Americans here. When Ulysses S Grant became president in 1865, he decided to move the main army base from Fort Myer to nearby Promontory Point on Hawaii Island because of advances made by GeneralUlysses S. Grant's friend Major General Samuel Butler at that time on Hawaiian agriculture and industry. This decision helped make Valley Center one of America's most important military installations during the late 19th century and into the early 20th century – during which time it became home to numerous Generals including Ulysses S. Grant himself who lived there until his death in 1902
In 1853, Rancho VISTA land was given to José Joaquín Cámpora by the Mexican government. The grant included a parcel of land on the crest of Mount Diablo that is now known as Highland. In 1859, James Purdy bought what is now Highland from José Joaquín Cámpora for $500. Purdy named his rancho after his home town of Highlanders in Scotland. The first post office at Highland was established in 1865. During World War II, the U.S. Signal Corps used the rancho to make airfields in the area for their bombers and fighters. Highland has been inhabited by Californians since at least 1769 when Juan Bautista de Anza sighted it from his ship "San Diego" while accompanying General Francés on his attempt to cross the Golden State from south to north. From then until about 1850, there were no permanent residents living in or around Highland because it was part ofMexican land grants given out by Mexico City to American citizens who had served in Mexico's war efforts against Spanish invaders during Independence Week (1848-9). The first white person who lived permanently in or around Highlands was James Purdy, a Seeking Times Missionary who arrived here with his family on September 2, 1861 from San Francisco Bay Area and founded a small adobe mission called Green Gables which he renamed Hacienda de las Nieves (Hacienda of Tears) after one ofhis many failed attempts at establishing himself among Mexicans living outside Spanish California settlements east of San Francisco Bay and northward into Oregon territory under United States occupation during the Mexican-American War because he wanted not only access but also an opportunityto improve relations between Americans and Mexicans before any final showdown over independence between those two nations erupted into open warfare). For years afterward most people associated with Hacienda de las Nieves either dwelled elsewhere within Mexican California communities east of San Francisco Bay or else returned periodically to visit friends and relatives there during their spare time; however occasional visitors did include members of Ulysses S Grant’s presidential staff upon their visitsto San Francisco during 1862-3 primarily due to its strategic location atop high ground connecting inland Oakland with downtown Berkeley across I-580 just southwest of downtown Oakland making it convenientfor administration purposes as well as artillery views across I-580 toward Dumbarton Oaks Estate west of MacArthur Park near Emeryville In 1875 James Purdy sold Hacienda de las Nieves back to Mexicans for $10,000 cash plus acreage southeast corner lot where current Jack London Elementary School stands located today although some buildings still standing on this property including bakery adjoining building which served as early schoolhouse while other buildings housed both church services and farm animals until 1933 when school moved out entirely replaced by present day building complex housing Jack London Elementary School adjacent apartment complex belonging presently various other commercial properties affiliated with original proprietors/purchasers thereof prior thereto including Mrs Mabel Todd former elementary teacher' s daughter currently headmistress( later Mrs Jane Addams ) Ingram House situates adjacent Old Towne District landmark old theater house built c1925 bounded E side street westerly side alley intersecting westerly side alley owned & operated by Mrs Anna Loring daughterof noted philanthropist Elsie Loring& her husband Geo Waddellboth natives & active participantsin Save Our Shipbuilding charity function held annually Fourth Saturday Februaray opposite Tilden Playgroundon shore Of Sacramento River
