The Coast Guard was founded in 1915 as the United States Coast Defense Service. The first coast guard stations were located along the Atlantic and Pacific coasts of America. In 1941, the Coast Guard acquired its own harbor defense system, which included coastal radar and buoy control systems. In 1992, the Coast Guard implemented a program that allowed for privately funded military vessels to be used as coast guard ships. This program led to increased incidents involving military vessels on U.S coasts. As a result of these incidents, Congress passed the Merchant Marine Act of 2012 which revised maritime law to prohibit any private company from operating a commercial ship as a coast guard ship without prior written consent from both the U.S government and each state in which it will operate. This law also requires that all crew members be licensed by the state in which they are working or have their license terminated if they do not meet this requirements
