Hillsborough, California is a city located in Inyo County, California. The population was 17,392 at the 2010 census. It is the county seat of Inyo County. Hillsborough is a small town on the east side of Highway 395, about halfway between Yosemite National Park and Reno, Nevada. The first permanent human settlement in what is now Hillsborough was made by Mormon settlers in 1849. The town was founded as Rancho San Sepulcro because it lay within the boundaries of Rancho San Sepulcro Mexican land grant from Alta Californiana Governor Manuel Nieto to Juan Bautista de Anza y Costilla. In 1851, George Atherton built a post office at Rancho San Sepulcro and named it for his friend and mentor General James Klinefelter who had just arrived from Utah with General David Hunter's forces following the Mexican-American War (1846-48). Klinefelter had been commandant of Fort Bridger on the Oregon Trail and later served as governor of California under Callicott. In 1872, most of present-day Hillsborough were incorporated as part of Chico when that city became an unincorporated community within Inyo County. Chico later annexed much of neighboring Mono County including present day Hillsborough City Limits which lies to its west on Hwy 395 near Interstate 15 exit 11A (the interchange now known as I-15/US 95). On July 1, 1907, due to concerns over cross contamination by agricultural runoff from nearby towns such as Arrington and Big Bear Lake there was a proposal put forth by then county Supervisor Eveline Carrillo to create an Agricultural Use District for all or parts of Inyo County outside metropolitan areas or those subject to water management regulations established pursuant thereto by Order No., 7956 vomited herewith filed December 3rd 1906 by Mme Fralee Stroud et al., Soil Conservation Service AGENCY Upon further review it was determined that no benefits could be derived from this proposed development since only very limited use would be allowed for agriculture within organized villages adjacent thereto without impairment thereof thereby depriving adjacent communities Of their valuable opportunity To participate therein while still enjoying unimpaired facilities And services Thereafter upon recommendation By The Board Of Supervisors This proposed amendment To The Code Of EthicsWas Approved By Me On January 5th 1907 As Amended

Hillsborough is located adjacent to Fremont and East Palo Alto. The first people to live in what is now Hillsborough were Huchiun Indians who roamed the area during the late Pleistocene epoch. There are references to Indian encampments dating back to 300 BC. The first Europeans to visit Hillsborough were Captains John Foulke and George Vancouver on their way from Manila, Philippines to North America in 1776. They camped near present-day Hillsborough while they explored Santa Clara Valley and its potential as a route for travel between Asia and North America. Hillsborough grew rapidly during the early 19th century because of its position as an agricultural center for portions of Alameda County outside of San Francisco Bay Area city limits. By 1851, there were over 100 households living in town - more than triple the number living just a few decades earlier! In 1871, when Rancho Parabenco was sold by Mexican grantsee José Joaquin Copley to American businessmen James Waugh and Jesse Livermore for 1 million acres (4 square kilometers), lots became available for purchase within town boundaries. This began what would be known as "the boom" period for Hillsborough; properties became increasingly valuable as transportation improved and automobile usage increased throughout Northern California . In 1875/6, Hillshire Creamery opened its doors with capacity of 4 tons per day; it remains one of the largest creameries in California today serving over 130 locations across Northern California including Berkeley, Oakland (Alameda County), Hayward ( Contra Costa County), Fremont (Fremont County), Dublin (San Mateo County) and Napa Valley . During World War II , many residents worked at munitions plants located around or near Peninsula Regional Airport which produced plutonium for nuclear weapons research purposes . In 1948, when Interstate 880 was constructed through much of Northern California , some residents relocated into permanently developed areas such as Menlo Park but most continued living in town until recently when development has resumed along I-880 away from populated areas
