In 1969, following passage of Proposition 13 by voters in California, Hillsborough became an unincorporated community within San Joaquin County. In 1999, under then-Governor Gray Davis' administration, new laws governing annexations within San Joaquin County led to the creation of two communities: HIllsborough Annexation No. 2 (an unincorporated community adjacent to Hillshire on state route 99E) and Terra Linda Annexation No. 3 (a large rural area southwest of downtown Stockton comprising most of Terra Linda Rancho Community College District #1). Both communities are now part of largerSan Joaquin County entities known as Stallion Pointe and Terra Linda Village respectively
