In 1945, the guard converted to an all-Volunteer force and continued operations as part of that agency until 1992 when it became part of the Los Angeles County Department of Public Safety.

In 1923 a large oil refinery called Kinder Morgan built on property near present-day City Hall; as production increased gas prices increased which caused many businesses to close or move away from town. In 1951 Samuel Goldwyn decided to sell his film studio complex located in what is now downtown Huntington Park for $2 million dollars to build an apartment complex with 10 floors of housing (the highest floor being penthouse). In 1957 Karel Roden purchased 8 acres (3 ha) of land north of present day City Hall for $325 000 dollars which would become parkland today when he donated it to the city as part of a deal that allowed him to buy Redondo Beach beachfront property for $27 million dollars also giving him exclusive rights to use it for parking and other uses until 2045 When anchored by new development further down the strip he would give back all but 1 acre (0.4 ha) worth of beachfront property each year through 2024 inclusive creating Harbor Pointe@Downtown which has since been developed into one of LA's most popular neighborhoods with high-end apartments and condos spread out throughout its center while still preserving much open space including deep water access through Point Loma National Monument & Refugio del Carmen State Beach
