In 1887, Imperial Beach was the site of a land deal between General John J. Pershing and Mexican nationals Francisco Lopez and Julián Alvarez. The Aliens Land Act of 1892 granted American citizenship to all people who had resided in California for three years without becoming citizens. The first post office on the beach was established in 1893, but it closed in 1896 due to financial problems. The first store on the beach opened in 1902, but it also closed after a short time due to low sales. In 1907, the first incorporated municipality was formed at Imperial Beach when two groups of businessmen merged to form the Empire Company Company Limited. On May 15, 1912, President William Howard Taft signed Executive Order 8802 which called for all male citizens of Mexico over age 25 to be deported and placed on "a wagon train into Texas" where they would be worked on farms until they could return home with their families. On July 3, 1912, General Pershing issued Order No. 1210 which increased deportations from Mexico as part of an effort to enforce border security during World War I. As a result of these orders, many Mexicans left the state for good and never returned. In 1922, San Diego County became fully autonomous with its own government when it was dissolved as part of California's statehood movement under Governor James Fenton . In 1933, San Diego County annexed much of Imperial Beach including most of what is now known as North Park . On December 6th 1935 United States Senator Joe McCarthy announced his candidacy for Vice President against incumbent Franklin D Roosevelt . After hearing about McCarthy's plans for retribution against those deemed enemies of America (the Communists), many people throughout San Diego began to leave their homes in search of safety and opportunity elsewhere. By January 1936 only 5% remained within San Diego county limits while more than 60% had dispersed statewide by that point
In 1821, the California Gold Rush began and quickly brought new immigrants to Imperial Beach. The first post office in town was established in 1827. By 1830, there were six stores and about 100 people living in Imperial Beach. In 1840, a school was built on Redondo Boulevard by the sea and incorporation as a village took place that year. A cotton gin was built in 1850, followed by a grist mill in 1852. The first store on Commercial Street reopened in 1861 after being closed for several years due to fire damage. The population of Imperial Beach rapidly grew during this time with more than 300 residents by 1870. Many prominent citizens including Mayor John Sutter resided here at one point or another. During World War II, many Marines were stationed here before they moved inland to Camp Pendleton later on. During the war, the city saw an influx of Japanese Americans which caused tension between some residents and officials over what actions could be taken towards these individuals despite their legal status as aliens (which at the time did not apply to Japanese Americans). This issue would resurface again during the Vietnam War when protesters materialized outside of military housing complexes targeting military personnel only days after Veterans Day Weekend
