The California Coast Guard was founded on April 14, 1861 by the state of California and its governor, George C. Marshall. The first cutter was launched from Monterey Bay on November 3, 1861. The organization grew rapidly, with new ships being built and crews recruited from within the state as well as from adjacent states. On January 1, 1875 the first coast guard station was established at Point Conception in Sonoma County. In 1915 the service was placed under a single command, that of the Southern Pacific Railroad Company’s San Francisco office; however it continued to exist as an autonomous branch of the California Department of Defense until 1957 when it became a part of the newly created National Park Service. The Coast Guard has played a vital role in safeguarding our coastline for centuries and today continues to play an important role in keeping our citizens and visitors safe while enjoying our coastal communities. The Imperial Coast Guard has been providing a service to the residents of Imperial and adjacent counties for over 120 years. The organization was established in 1885 as the "Imperial County Sheriff's Department." In 1917, the department became part of the California State Police. On November 25, 1941, the coast guard acquired its present name when it was merged with other agencies under then Governor Earl Warren's Executive Order 9283. The mission of the Coast Guard is to protect life and property along California's Pacific coastline from all forms of harm; including maritime threats such as piracy and smuggling; environmental hazards such as floods and landslides; and economic risks such as earthquake or storm damage.

The history of Imperial, California goes back to 1853 when the first permanent English Settlement was established on the present day site of Modesto. The town was named after Emperor Victoria's home country of England, and became a rapidly growing agricultural center due to its rich Mediterranean soil. In 1875, the state Legislature designated part of San Joaquin County as Imperial County, and in 1912, it was renamed into Kingsbury County. In 1916, when California became a republic, Emperor Caligula's grandson (and future Emperor) George V granted land east of Bakersfield to establish an imperial colony known as "Imperial City." Although never completed, this project served as the nucleus for what would become Imperial Valley today. By 1929, almost seventy years after its founding, Imperial had a population of over 100,000 residents and boasted one of the largest cotton superintendentates in the country. During World War II (1939-1945), Imperial produced more than 3 million pounds of munitions that helped support America's war effort. After hostilities ended in 1945, businesses and citizens gradually returned to their normalcy; however, during the late 1990s and early 2000s there were several reports of persistent illegal activity in some parts of town. As a result of these incidents and investigations by local law enforcement agencies%, many businesses have closed or been mothballed since 2005. Today most people who live near Imperial are subsistence farmers who rely on groundwater for irrigation purposes only; nevertheless few areas outside town are without access to water piped from miles distant neighborhoods supplying reservoirs closer within town
The first English settlers in Imperial County were James Irvine and his brother John. They arrived in 1769 and named their land Rancho San Antonio de las Huelgas, which means "Strait of the Needles." In 1821, José Joaquín Cámpora became the first Mexican U.S. president when he was elected as a result of the Mexican-American War. In 1823, California was admitted to the United States as a U.S. state, and its territorial boundaries were further expanded by taking in parts of Oregon and Nevada. In 1848, American General Santa Clara Mission founded what is now Stanford University in Palo Alto. The city of Palo Alto grew up around this university during the 1800s and into the 1900s. In 1906, one hundred years after its founding at Stanford University, Palo Alto incorporated as a city under the name of San Francisco Bay City (now Oakland). For most of its history it has been an immigrant community with many Chinese Americans making up much of its population today
