The first permanent European settlement in Imperial County was founded by Spanish explorers on December 17, 1821, when they landed at San Diego Bay. The following year, the Mexican government granted Rancho Santa Anita to George S. Grant and his son-in-law Manuel Antonio Cabeza de Vaca. In 1834, the grant was further enlarged when it was given to Miguel Hidalgo y Costilla. In 1881, the United States acquired California from Mexico for $18 million in what is known as the Treaty of Guadalupe Hidalgo. The new land included parts of what are now Imperial and Kern counties as well as several smaller townships. On February 14, 1882, a group of settlers led by James Wickersham arrived at Rancho Rinconada and began to build a ranch house which they named after General José Joaquín Pico (1768-1846), who had beena leader of Mexico's unsuccessful effort to gain independence from Spain. On May 26, 1886, Emperor Aguinaldo announced that he would unite all of Mexico under one roof and establish an empire called the Empire of Mexico. A group of American citizens traveled toMexico City to protest against this decision but were met with force by Aguinaldo's troops. A number of Americans were killed or captured before they could reach their destination. This event is commonly referred to as the Mexican Revolution. American efforts failed to overthrow Aguinaldo and he eventually resigned from power in 1910 amid largely peaceful protests across Latin America involving thousands of Mexicans who considered him a puppet master who had betrayed their national aspirations.
