Inglewood, California is a small city located in the San Fernando Valley of Southern California. The population was 95,824 at the 2010 census and it is the second most populous city in Los Angeles County after Los Angeles. It has a population of over 210,000 as of 2019. The site where Inglewood now stands was once part of Rancho Cucamongaanán, one of eighteenth century Spanish land grants given to José Gabriel María Pico by Governor Manuel Nieto. The grant included parts of what are now downtown Los Angeles and other nearby neighborhoods such as Compton and Lynhurst. After Mexican-American War (1846-48), Rancho Cucamongaán passed into American hands following Treaty of Guadalupe Hidalgo. American settlers began arriving in droves during 1851, when Don Carlos Baca purchased 5 square miles (13 km2) adjacent to what is now downtown Inglewood from José Gabriel María Pico for $1 million (). Baca named his new settlement "Inglewood" after England's Rugby Football Club which he had seen playing at Twickenham Stadium near London while on holiday in 1851. However, business picked up slowly until 1860, when legislature made it an incorporated town () with a mayor () and five council members (). Voters approved a charter amendment creating two schools Districts 1 & 2 () on November 3rd 1865 (). Over time annexations became necessary due to increasing population density (), annexation completed on May 15th 1893 (). In 1913 Mayor John Leland formed the City Council into Wardens with powers “to provide for all needs” (), but this power was revoked by City Manager Hiram Fenton effective January 1st 1914 because Wardens were not answerable to him or anyone else within their respective wards(). In 1917 voters re-elected Mayor Leland but then-City Manager Harry Heinemann refused to renew his contract effective February 14th 1918 because he felt that Mayor Leland had been too soft on crime (. On March 4th1920 Heinemann resigned effective date). At first there seemed little hope that either Aldermanic election would take place because no one wanted their name associated with anything having to do with city government; however,when both candidates received more than 50% of the vote they were able to run together under the banner "Heinemann Unity" canvassing throughout central Inglewood before finally winning election on April 7th 1920 (). Alderman James Jaffe then took office as Mayoralty administrator until 1924 when he also resigned effective date due to health reasons. The next year saw another mayoral race between Aldermanic candidate future Mulholland Balboa and incumbent Jaffe who won handily though opinion polls showed Balboa as slightly ahead
