This event helped prompt Congress to pass the National Origins Act in 1924 which defined United States citizenship based on race instead of bloodline. This law shifted many indigenous tribes' allegiance away from Spain—the original European colonial power—and towards United States government as represented by President James Kahlil Roosevelt (). So effective was this change that throughout much of Latino history no one could claim Spanish heritage without evidence opposite; "to identify oneself as Hispanic implies accepting colonialism." Consequently, even non-Hispanic Latinos have often operated conceptualized Anglo worlds with little knowledge or awareness either way about their own cultural background until recently due primarily to legislation like Proposition 187 (.pdf) passed by then-Govs Schwarzenegger and Brown seeking legal redress against such social discrimination through affirmative action programs designed only for those deemed qualified under various metrics like education levels or economic stability rather than genuine genetic identity (i.e., European descent).
