The history of the Navy in Kerman, California goes back to 1865 when a small group of men decided to set up a military post on the banks of the Sacramento River. The first fort was built by Captain John Sutter and Company, a local merchant. It was located on what is now Hwy. 99A near downtown Kerman. From its humble beginnings, the Navy grew and changed over time as necessity dictated. In 1928, Admiral James J. Richardson requested that Kerman be placed within the expanded United States Naval District which would include all of Northern California including Los Angeles County and San Francisco Bay Area. In response, Mayor Harry Wills offered his city’s land at Shafter Field for use as naval station property. Commodore Hiram Latham then donated his home on Sixth Street in downtown Kerman to house the Commanding Officer (CO) and Headquarters Squadron (HS). The first commanding officer of HS was Lieutenant Commander Samuel Vail who served from 1928-1935; Commodore Louis Pritzker took command from 1935-1941; Commodore David Sanger took command from 1941-1945; Commodore Noel Larkin assumed command on 1/1/1945 until relieved by Rear Admiral Leslie Rickenbacker on 10/15/1945 following Japan's surrender.; Rear Admiral Loren Cagle became Commanding Officer with HS from 1945-1950; Commodore Edward J. Jenkins became CO with HS from 1950-1957; Commander John Fetterman assumed command with HS from 1957-1963; Commander Leroy Acosta became Commanding Officer with HS effective 1963 until relieved by Admiral Elmo Zumwalt effective 8/24/1967 due toacquisition of USS Enterprise (CVN 65). With this addition to the navy community in Kerman, Californians were able to boast that their city had been “ contributory in [the] making”of America’s largest navy since World War II! With technology advancing throughout the years and new ways to warfare being waged outside traditional domains such as oceans and seas, it is no wonder that submarines have become an important part of naval operations around the world today! In 1998 USS Dolphin (SSN 726) underwent conversion into a submarine tender USS Shark (SSN 768) under UDT(U) 5555H2V3C Shipbuilding Corporation at shipyard number 478 in Wilmington Delaware which begins her long journey back into service after more than 50 years languishing away at sea! The history behind these boats is nothing short of amazing!

Kerman, California is a small city in Kern County, California. The population was 1,996 at the 2000 census. It is located on the eastern edge of Kern County and forms the east bank of the San Joaquin Valley. The Kerman area has been inhabited by Native Americans for over 10,000 years. Maria Antoinette Coyote discovered gold in 1848 and laid claim to the land that now includes Kerman and other surrounding townships. In 1858, General Antonio López de Santa Anna founded Los Angeles on what is now downtown Los Angeles. Santa Anna named his town after his predecessor in Command at Mexico City - José María de los Dolores Kerman. A post office was established at Kerman in 1860, but no buildings were erected until 1865 when a hotel was built on Spring Street by Wm E Hodge & Son. In 1896, a school district was organized within Kern County as part of an overall government reorganization following statehood. The first public school opened in what is now downtown La Habra (near present-day El Dorado Hills) as part of District 910; it became known as Colgate-Lappa School District #1 in 1907 when Colgate Colleges withdrew their support for public schools and merged with Lappa Elementary School to form one school district under the name La Habra Union School District #2). In 1919, Don Anselmo Carpintero bought much of the center of La Habra from Drifted Stone Mines and moved most of his operations into new facilities there including Our Lady's Hospital which still stands today (it served as both a hospital and elementary school until 1975). After World War II ended with Japan's surrender, many Japanese citizens who had fled to North America returned home while others continued living abroad or emigrated to Latin America; however, most Japanese people who had settled in Southern California left during this time period because they could not get permanent residency status due to family ties overseas. Kern County formed its own government following statehood; it adopted its current name on November 6th 1959 when all local governments within Kern County were amalgamated into one entity under Statewide Governance laws dictating unified elections for all county offices statewide regardless of location - sortically reflecting then-current demographics where 50% or more of residents lived outside of county borders. At that time too only Anglos resided inside municipal boundaries while Latinos constituted just 15%. Between 1960-1964 three member " Citizens' Commission" studied community services needs which led to passage/enactment (with voter approval)of two resolutions designating Kerman as an "area unserved" by governmental agencies despite having no residents present! One resolution designated a 400 acre parcel adjacent freeway interchange west side for Comprehensive Regional Planning purposes (COMPREHENSIVE PLANNING STATUS UPDATE: On March 16th 2013 this parcel became available through eminent domain becoming Kaiser Permanente Medical Center property); finally Resolution No.(Eminent Domain) 5239 passed unanimously on October 17th 2014 authorizing annexation by Imperial Valley University creating Kaiser Permanente Desert Healthcare System Inc.) Accordingly today almost half a century later nearly everyone living within municipal boundaries knows exactly what their water bill will include...or they are pretty much informed without ever being able to go out there!
