La Mesa is a city in San Bernardino County, California, United States. The population was 15,812 at the 2010 census. La Mesa is located on the eastern edge of the Inland Empire and is bordered by Riverside to the north, Jurupa Valley to the east, and Pomona to the south. The area now known as La Mesa was first settled by Mission Indians in 1824. The town began coming into being as a result of various land grants given out in 1881. La Mesa became an incorporated city on December 3, 1903. The City Council consisted of six members at that time; five were appointed by Mayor John Sweeny and one was elected fromthe Ward 1 community adjacent to downtown. In November 2002, voters approved Measure M which created a new park district including parts of La Mesa proper within its boundaries west of US-101/State Route 91 (I-215). La Mesa is a small city in Kern County, California, United States. The population was 15,868 at the 2010 census. La Mesa is located on the east side of Kern River between Bakersfield and Pleasanton. It is bordered by Bakersfield to the north and east, Porterville to the south and west, and Menifee to the northwest. The first person known to live in La Mesa was Juan Crespo who settled in 1797. The City of La Mesa was founded on April 12th 1887 by John Witherspoon with land leased from Mexican Mission Santa Clara de la Frontera. In 1912 it merged with other local cities formed during 1911-12 when Kern County was created from portions of Angelseno and Modoc Counties. On November 2nd 1916 a fire destroyed most of downtown La Mesa leaving only some remaining stores, office buildings, churches and school buildings standing - all were rebuilt soon afterwards without loss of life or damage. In 1920 AEGCO (later ABN Amro) opened its new aluminum plant across the river in Porterville; this led to an increase in employment within La Mesa itself as well as production outlying areas such as Menifee and Bakersfield which had not yet developed aluminum production capacity at that time. This also increased tourism throughout much of Kern County because people could now go outside of town for shopping opportunities instead of having to drive through mostly agricultural areas. This growth stopped abruptly during World War II when aluminum production came back up after being Tedderized due to wartime shortages elsewhere; however job losses followed shortly thereafter because so many men had been drafted into military service that no new jobs were available for those returning home after the war ended. After the war ended there were still continuing job losses but they slowly tapered off over time until they reached their current level today due again to lack of new investment ever since then being focused squarely on development within town rather than widespread manufacturing outside it like occurred earlier in history Today's economy has seen significant growth thanks largely to Interstate 5 which runs directly through town making commuting easy both ways while also providing numerous nuisances such as large billboards blocking views outbound from smaller towns even if they are adjacent - though this has now started changing somewhat with more businesses moving away from I5 towards larger destinations further away but still close enough for convenient biking/walking access
