The name Laguna Beach was chosen because of its deep blue waters which resembled the Mediterranean Sea. The first development in Laguna Beach was the laying of the first transcontinental telephone line from Los Angeles to San Diego on April 15,1909. This line shortened travel time between Los Angeles and San Diego by over two hours. The growth of Laguna Beach as a resort began during World War I when American soldiers were stationed there for training purposes. After the war ended, many veterans returned to Laguna Beach and started businesses such as an insurance agency and a hardware store. In 1923, the General Motors dealership opened its doors in what is now called Buena Park Boulevard adjacent to Whatcom Avenue near present-day Pebble beach. In 1925, the first golf course in Orange County was opened at Mission Bay Golf Course which continues to be used today by professional players such as Tiger Woods and Phil Mickelson among others In 1971, then-Governor Ronald Reagan announced that Laguna Beach would become part of metropolitan Los Angeles through Measure B which passed with 71% support from residents within city boundaries while also annexing neighboring towns including Huntington Beach Newport Beach Cathedral City Costa Mesa Encinitas La Jolla Carmel Valley Tustin Torrance Westminster . By 1990, it had grown to encompass about 120 square miles (291 km2) with around 35,000 residents Prior to annexation by Los Angeles County in 1990, many businesses closed or relocated due to zoning changes made by then-County Supervisor Hilda Solis due to concerns about traffic congestion caused by increasing numbers of people living along arterial roads such as Buena Park Boulevard and South Coast Highway within city limits (now annexed into Anaheim). Many local residents campaign vigorously against annexation fearing that they will lose their voice in decisions made about their community's future

The completion of the Trans-Pacific Highway in 1935 further encouraged development around the now busy coastline Boulevard de la Mer and its associated businesses including restaurants and hotels. By 1938 there were over 50 businesses operating along Boulevard de la Mer with a population of over 100,000 people During World War II (1939-1945), many servicemen used Lagunabay as their homeport with various military airfields located nearby including Luke Air Force Base which opened on October 1st 1945 and became operational as an international airport serving both Southern California and Las Vegas Nevada As part of coastal redwood forestry land management plans during the early 21st century threatened by conversion for housing or other uses, local officials worked together with state and federal agencies to purchase approximately 350 acres surrounding the existing Redwood National Laboratory located adjacent to Long Point State Park for future use as a research park for environmental science education programs focused on preserving coastal redwoods
