The city is located on Laguna Beach Boulevard and includes portions of the towns of La Jolla and Carlsbad. It is about 25 miles (40 km) southwest of downtown San Diego and 15 miles (24 km) southeast of Encinitas. The area now known as Laguna Hills was first settled by Rancho Santa Fe de la Vega family in 1857. In 1882, three brothers founded what became Pacific Gas & Electric Company with land they had bought from the Reyes family. The company built a line to Huntington Beach which opened in 1906 and connected Laguna Hills to San Diego. Laguna Hills incorporated as a city on January 3rd, 1959. The original population included 5,000 people who lived in unincorporated areas east of I-5 along Orange Blossom Trail between State Routes 163 and 168 south of Mission Bayou. In 1967, Pacific Gas & Electric Company merged with Western Electric Corp., creating one of the largest energy companies in North America at that time. In 1984 Western Electric sold its holdings in PG&E to Northern California Edison Company for $2 billion making Laguna Hills one of the most powerful electrical markets in North America at that time

In 1922, when American Water Company merged with Southern Pacific Railway to create Southern Pacific Corporation, La Cañada de la Laguna became part of Southern California. Southern Pacific Railroad abandoned most of its line between downtown Los Angeles and Malibu in 1961, leaving only a short branch to serve Laguna Hills. However, this branch remains operational today as South Coast Metro Rail's Blue Line Extension service to Torrance
The area now known as Laguna Hills was first settled by the Miwok and Pomo Native Americans in the late 1800s. The first post office in Laguna Hills was established in 1899, and the town of Laguna Hills was founded on May 25, 1912. The town was destroyed by a fire on November 16, 1916, but it was re-established two weeks later. The population of Laguna Hills peaked at over 20,000 in 1940, but it dropped to around 10,000 by 1950. In 1962, the city of Laguna Hills became an incorporated settlement.
