Laguna Hills is a census-designated place in Orange County, California, United States. The population was 5,853 at the 2010 census. It is part of the Irvine–Tustin–Beverly area. The first Europeans to visit Laguna Hills were Spanish missionaries in 1776 who established a mission there. The name "Laguna" means " freshwater lake" and "Hills" refers to the hills that surrounded it at that time. There was no real water available near Laguna Hills until 1879 when a new aqueduct was built bringing water from San Bernardino Mountains. Laguna Hills began as a small farming community with only 30 residents in 1920 when its post office opened. By 1940, it had increased to over 1,000 people and by 1960 it had reached 4,500 people. In 1984, Laguna Hills became an incorporated village with full city rights and status under state law. In 1978, then-Governor Jerry Brown signed legislation creating Laguna Hills as an official community within Irvine Unified School District (IUDSD). At that time there were over 6,000 students living within IUDSD boundaries and this designation represented a major growth opportunity for the community which had been struggling economically throughout the 1970s and 1980s. With its own police force and fire department as well as two high schools (Lucente High School & Highland High School), Laguna Hills rapidly grew into one of Northern California's most vibrant communities during the early 21st century.
