The name comes from the Spanish words "lago" (water) and "hills" (mountains), which are adjacent to one another on three sides of a large lake. The first inhabitants of Laguna Hills were Native Americans, who lived in groups called the Ohlone. In 1769, Mission San Francisco de Asís was founded in what is now Laguna Hills, and the area began to be settled by Europeans. The first European to live in Laguna Hills was Diego Rivera, who arrived in 1875 as an agricultural worker for Captain Don Pedro Vasquez de Coronado. In 1876, John Sutter founded the City of Sacramento on land he had purchased from the Native American nations. By 1888, Laguna Hills had become part of Sacramento County. In 1916, when it became part of Imperial County, Laguna Hills became one of its most populous communities with a population size exceeding 20,000 people. During World War II, many residents served in the military or worked on war-related projects such as creating airfields and manufacturing munitions. Many prominent citizens also played important roles in politics and business during this time period. After World War II ended, some residents moved out of Laguna Hills while others grew increasingly suburbanized. Laguna Hills became a municipality on February 14, 1913 when voters passed a resolution creating an incorporation commission to draft bylaws for municipal incorporation. This ordinance designated Laguna Hills as "the first municipality of Los Angeles County" and authorized city officials "to provide all necessary services for its citizens."
