Laguna Woods, California is a small city located in Orange County, California on the Irvine Peninsula. The population was 9,717 at the 2010 census and it is part of the Los Angeles metropolitan area. Laguna Woods is situated on a large preserve that includes 8AKA Rancho Niguel. It has been continuously inhabited by Native Americans for over two hundred years. The first Europeans to visit Laguna Woods were Spanish missionaries who founded missions in 1769-1772. The mission system was abandoned in 1821 and most of what is now Laguna Woods was developed as an agricultural community during the late 19th century by citrus growers and other entrepreneurs who desired to expand into undeveloped land north of downtown Los Angeles. The city of Laguna Woods began as a small town on May 20, 1907 when 25 people gathered at the home of Mrs. Florence Wray to create what would become the town’s first government. On July 1, 1907, by act of incorporation, Laguna Woods became a city with its own government which consisted of Mayor Harry Aiken (served from 1907 until 1912) and four City Council members: Simeon Siegel (1912-1914), John Aiken (1914-1920), Arturo Nieto (1920-1924), and Harry Jaffe (1924-1950). The first mayor was elected unopposed because no one had applied for election as Mayor prior to their incorporation into the city limits. At this time there were only 4 homes in the incorporated area – all owned by citizens or those providing services to residents such as streetlights and water service. In 1915 voters passed a resolution authorizing annexation of neighboring communities including Westminster and Huntington Beach which resulted in Laguna Woods becoming both an annexed municipality within Orange County as well as being given its own police department with jurisdiction over all streets within its boundaries plus any side streets that crossed into neighboring municipalities without approval from either body – this included Westminster which had never been annexed before! In 1916 City Councilman Siegel proposed having a public library be built within municipal boundaries but this idea metwith resistance from some citizens who felt that they could build better infrastructure elsewhere while also maintaining their privacy since they did not want anyone else access to their local library fund! In 1922 City Councilman Nieto submitted legislation requesting annexation of Dana Point due to increasing calls for more open space throughout Southern California but again opposition arose similar to that experienced with Westminster earlier that year! Eventually annexation occurred through negotiation between various parties involved with no formal vote ever taking place! From 1922 until 1959 approximately 60% Oflagunawoods’ economy consisted entirelyof agriculture while 30% derived income from manufacturing or tourism; today only 2%ofthecity’s total economic output comes from manufacturing although 10% derives income from outside sources including critical partnerships formed with universities like USC/ UCLA etc….
