Lake Forest was first settled by the Ohlone in the early eighteenth century. The area that is now Lake Forest was a part of Rancho San Francisco, which was granted to Manuel Nieto in 1787. In 1853, Lorenzo Dow and his brother David purchased land east of Yerba Buena Road from Manuel Nieto. They built the Dow House on what is now Dow Street. At this time, there were few trees and only small patches of grass. The brothers also founded the First Congregational Church in 1853. The town started as a farming community with some homes being constructed between 1854 and 1857. During World War II, much of Lake Forest was used as an atom bomb test site for the United States Army Air Corps Laboratory at Point Conception Bay near San Francisco. Many houses in the town were destroyed or heavily damaged during this time period. The town experienced a resurgence after it was re-zoned for apartment development in the late 1990s. However, it has since declined again as more people move into city areas such as San Francisco and Berkeley
