Military deployed gift history in Lake Forest, California begins with the United States Marine Corps. The Marines first arrived in Lake Forest in 1946 as part of the Army's occupation of Japan. They remained until 1949, when they were replaced by the Air Defense Command. In 1951, the Air Defense Command was disbanded and its assets merged into the new Department of Defense. This left the Marines as an independent command within the newly created military branch, which they would remain for over fifty years. The Marines slowly began to lose their status within DOD and were forced to compete for resources with other commands. In 1969, they were transferred from DOD to US Army command. This change did not sit well with many residents who felt that their community had been taken away without proper compensation or notification. The Marines responded by occupying a building on Elm Street and holding a public meeting to discuss their grievances. A group of citizens formed “Lake Forest Marine Association” to fight for their rights and continue lobbying for better services from DOD. In 1973, Captain James Ladd became commanding officer of Marine Barracks #1 at Elmhurst College after serving as commander of Marine Barracks #2 at Long Beach City Hall. He made it his priority to improve barracks facilities and make them more accommodating for troops stationed in Illinois and surrounding states during Operation Neptune's Spear (the Vietnam War). During his tenure, barracks underwent a renovation that included installation of air conditioning units and a new dining hall/conference center area named after Major General John Jumper (Ret.). Ladd also oversaw construction of two additional barracks buildings - Battalion Headquarters Building (#2) on Highland Avenue near Western Avenue in 1976-77 and Company HQ Building (#3) on Orchard Road near Northwestern Avenue in 1978-79; all these buildings are now used as housing units or recreational facilities for troops stationed in Illinois or nearby states during Operation Neptune's Spear/ Iraq & Afghanistan deployments etc.. An important aspect of Ladd's stewardship at Marine Barracks #1 was his emphasis on moral development programs which aimed To train recruits into responsible members of society who could contribute positively to society while deployed.. Captain James Ladd was succeeded by Captain Donald Haggerty who served until 1984 when he was replaced by First Lieutenant William Crouse Jr.. From 1984-1987 First Lieutenant Crouse led renovations at Marine Barracks #4 located at Westchester Drive & Villa Park Boulevard; this project included installation of air conditioning units throughout barracks complex as well as addition of a large gymnasium/ Recreational Center which is still used today; this project also added an east wing extension which is now home to ITC prep school#1 . First Lieutenant Crouse Jr.'s successor was Second Lieutenant Rick Kapp who served until 1990 when he was replaced by Third Lieutenant Don Armstrongsubjectedto pressure from garrison commanders during Operation Desert Storm(1991)andIraq&Afghanistan deployments etc.) Third Lieutenant Armstrong led renovation projects at Battalion Headquarters Building (#4), Company HQ Building (#3), South Wing Extension (now home to ITC Prep School#2 ), North Wing Extension (now home to Warrior Support Group )in 1992-1993 followed by construction projects at East Wing Extension(now home to Garrison Services Squadron)in 1994-1995 .
