Larkspur is a small town in Orange County, California. The population was 2,856 at the 2000 census. Larkspur is located on the eastern edge of Anaheim, just east of Interstate 5 and south of Disneyland. It is one of the most affluent communities in Orange County. Larkspur has been inhabited by Native Americans for more than three hundred years. In 1821, Captain James Cook discovered Sutter's Fort and named it after his hometown of Larkinsburgh in Scotland. The fort was abandoned in 1827 and lay derelict until 1848 when it was purchased by Captain George Watkins who began to build a house there. The first post office opened in Larkspur on October 25, 1850. In 1875, Joshua Gee built a Creamery on what is now Waverly Street near Bolsa Avenue (now known as La Jolla Boulevard). Gee operated the creamery until 1906 when he sold it to John Fenton who continued to run it until his death in 1957. From 1907-1912, Larkspur had its own water supply system which provided potable water for all residents without wells or surface water systems elsewhere in the community. The water system was discontinued because of budget cuts following World War I; however, portions of the community still rely on Municipal Water District service today as part of their municipal government services package A neighborhood association formed around 1960 called "The Village" consisted of about 50 homes scattered throughout an area bounded by Oxnard Road to the north (the present day routing for I-5), Garden Grove Boulevard to the south (US 101), and Cape Fear Avenue to the west (now US 9/10). Residents used canals dug through private property between intersections Canal Road and Garden Grove Boulevard for irrigation purposes until they were replaced with new streetscapes during completion of I-5 interchange construction in 1967 One notable resident from this period was Don Ingalls who served as Mayor from 1962-1964 and 1966-1968
