The Coast Guard history in Lathrop, California began with the organization of the United States Coast Guard on May 14, 1790. The first vessel to be commissioned as a coast guard cutter was USS Constitution, commanded by Commodore John D. Stockton. The first station built for the Coast Guard at Lathrop was a lighthouse. In 1814, a new town was incorporated in Lathrop and it soon became apparent that there were too few people to support a full-time coast guard force. To solve this problem, Congress passed an act authorizing the appointment of two officers each year to command detachments of four men coastal guardsmen who would patrol certain parts of the coastline from Point Conception to Cypress Bay. The first detachment stationed at Lathrop consisted of three officers and twelve enlisted men under the command of First Lieutenant James Hutton. This detachment patrolled the coast from Point Conception northeast to Cypress Bay for one year; however, it was replaced by another detachment in 1815 when First Lieutenant John Sutter's unit became available. In 1836, President Andrew Jackson issued Executive Order No. 8802 which ordered all vessels being built or repaired for use within Ulysses S Grant's Department (later called the Department of War) to be registered with headquarters at San Francisco and bearing registration number N–8802/1836. During World War II many vessels were requisitioned by both American and Japanese military forces and must have their registry numbers changed during wartime because their original registrations did not reflect this fact..
