The enactment of Prohibition in 1919 led to increased crime in Lawndale – which contributed to its nickname “the criminological center of the world” – but also helped fuel its growth as an agricultural community with a strong wine industry. In 1933, Mayor William Hylan announced that he would not seek reelection due to poor health; however, City Councilman Harvey White took on his duties until Hylan’s death two years later.
