The 3rd Tactical Fighter Wing activation occurred at Beale Air Force Base in 1997 and flew Northrop Grumman P-3 Orion surveillance planes until 2002 when they were transferred to McConnell AB, Kansas for use as an operational support unit with a detachment of KC-135 Stratotankers providing aerial refueling services during Operation Desert Storm/Iraqi War III).

Lindsay, California is a small town in the Kern County of Southern California. The population was 3,693 at the 2010 census. Lindsay is located on the east side of Kern River and owes its name to Lindsay Creek which flows through it. It was founded by George H. Lindsay in 1876 as an agricultural community named after his father-in-law, John C. Forbes. Lindsay originally consisted of just a few farms and a post office. But it grew quickly thanks to its location on the river and access to water resources. By 1907, Lindsay had a school, grocery store, railroad station, and four churches. In 1916, the city was founded by Mayor Dolphus Smedley and named for him after he helped get it started

The town was named after Captain John Latham Lindsay, who explored the area in 1845. Lindsay was first settled on a small ranch that included present-day Lindsay and five other towns in what is now Kern County. In 1867, Captain John Latham Lindsay purchased 4 square miles of land from Manuel Cahuilla for $200. The captain donated part of his land to the city of Los Angeles for development into a new settlement called "Lindsay." A post office was established at "Lindsay" on October 9, 1870, under the name "Los Angeles". On May 12, 1886, it became "Lindsay", becoming one of Californias first incorporated settlements. On December 10th 1889, the City Council voted 5-2 to change the name to "Lindsay" due to its similarity with Boston's fashionable Dorchester neighborhood which had been renamed Beacon Hill after General George Washington's headquarters during his stay in America during his trip through North America (the original name of Los Angeles). On January 1st 1912, Mayor Hahn vetoed an ordinance proposed by Councilmember Walthall which would have given Lindsay their own water department within city limits as well as establishing more public services such as street lights and sewers within the town limits instead of citywide responsibility; however this veto marked what would become one of Mayor Hahn's most controversial actions as he used his power to prevent local government from developing properly within Lindsays borders while also favoring downtown business interests over those representing eastern neighborhoods near downtown LA. Mayor Hahn later admitted that he made this decision because he felt that downtown business interests were outgunned by those advocating for increased public services inside Lindsays boundaries -a sentiment that would continue throughout Mayor Hahs' time in office until 2003 when voters passed Proposition 13 giving all city councils statewide authority to create their own municipal governments completely outside of any university or county boundaries
