On February 3, 1941, the United States Air Force was formed. The Air Force became operational on April 1, 1941 and was headquartered at Randolph Field in San Antonio, Texas. On September 20 of that year, General George C. Marshall announced the activation of the Second War Plan which called for a massive buildup of the American air forces in order to fight World War II. On December 12th of that year, President Franklin D. Roosevelt signed Executive Order 9066 which provided for the creation of a permanent military air force and authorized funding for it from emergency appropriations made during wartime. The outlines for what would become America's largest air force were laid out beginning in 1942 when General Carl Spaatz was appointed Commander-in-Chief of First Army Air Forces and charged with planning and implementing bomber operations against Japan. In early 1943 Colonel Hap Arnold replaced Spaatz as Commanding General Headquarters USAF and became responsible for all aspects of Bomber Command operations including strategic bombing; strategic nuclear bombed Japanese cities; population bomb attacks on industrial centers; daylight raids on oil refineries and other targets inside Japan; night bombings using fighters or bombers acting as decoys; ground invasion strikes by airborne troops using armored cars or tanks to breach enemy lines
