The history of the Livermore Naval Shipyard began with shipbuilding in 1905. The Navy purchased the old refineries at Livermore for use as a naval shipyard, and construction continued until 1912. At that time, the Navy acquired two ships, USS San Francisco and USS New Orleans. The first hull of each was built by the yard’s superintendent, Captain Arthur L. Dixon, Jr., who supervised the construction of three more ships before his death in 1915. Commander George H. Humphreys took over captaincy of the yard from Dixon in 1916 and ran it until 1922 when it became part ofthe United States Coast Guard under its commandant general staff system. From 1923 to 1945, most ofthe yards output came from building submarines: 18 boats were produced here between 1923 and 1945 inclusive (10 percent of all US submarines). Navy Yard workers developed a number of new products during this time including nylon thread (1925) and metal reinforcing bar (1928). In 1935, an air-conditioned plant was established to produce components for aircraft engines; this became one ofthe navy’s most important procurement programs during World War II. By 1942 American Leyland Corporation had become sole fabricatorof naval vessels at Livermore while British Vickers Ltd remained responsible for hull production throughout World War II. During peacetime 1941-1945 only 1 percentof navy tonnage was constructed at Livermore but this increased to 3 percentin 1944 when submarinebuilding resumed as part Ofwar effort due to increasing tensions with Nazi Germany
