[The other case is] Bradley Manning’s participation in Operation Neptune’s Spear which destroyed North Vietnamese airfields." 4) Desert Storm: A group from Livingston participated in Desert Storm as ground infantry units known asTask Force Mohawk . From May through September 1990 they served throughout Saudi Arabia and Kuwait operating with Task Force Southwest Asia (TFSWA). In November 1990 they participated in what was known as Anaconda Plan , which was aimed at toppling Iraqi Prime Minister Nuri al-Maliki before he could take control over Iraq's oil resources……[during this time] about 1,500 people converged on Jackson Hills apartment complex near downtown Livingston for a three day occupation…………….. [They were met with sniper fire] gunfire that pierced through walls and ceilings; smoke grenades that created columns so thick you could feel pressure down your throat; water cannons that blasted holes into buildings filled with Iraqis who had taken refuge inside………………………… several homes were set on fire by coalition forces using chemical rounds……………. later some residents said these tactics – including setting homes on fire – worked well enough to win support from coalition troops....................................... "Anaconda Plan" led to more Americans being deployed overseas than any other conflict during George H W Bush's presidency."

Livingston was founded in 1876 by pioneers who arrived from Northern California and Oregon. The first post office opened in 1878. By 1920, the town had growth enough to annex part of El Sobrante County. Lifeston is located on the south coast of Contra Costa County between Healdsburg and Petaluma on San Pablo Bay. It is bordered by the cities of Hercules and Pleasanton to its east and north, Alameda to its west and south, and Vallejo to its east-northeast. The city proper has an area of ;[1] annexed portions of El Sobrante County have an area of . The City Council consists of 11 members elected at-large with three seats reserved for special interests such as business owners or developers;[2] mayor (currently Alvin Luke) is elected by popular vote with no term limits;[3] five councilmembers serve staggered two-year terms beginning January 1st each year; four members are appointed by the Mayor with one serving until expiration or resignation;[4] one member presides over all meetings open to the public including those closed to officers and citizens not registered with the city.[5][6][7][8] The first post office in Livingston was established on December 15th, 1876,[9] when Reverend John Sibley applied for a license from Contra Costa County Board of Supervisors. On October 9th 1870 James Fenton applied for a license to open a general store in what is now known as downtown Livingston.[10][11][12][13][14] A store opened on November 4th 1870 under the name "Fenton's Store", which became known as "Livingston Post Office" after Captain Gouverneur Livingston's visit there that same day.[15][16](The current building housing both businesses dates back to 1907.) In 1879 Captain Gouverneur Livingston donated land parcels totaling 2 acres (0 ha) located at his home near present day Elmira Avenue/Hercules Boulevard for a new townsite called "Livingston".[17](This location would come about due to prior efforts by Supervisor Cornelius Vanderbilt Longstreth Jr., namesake for Longstreth Boulevard.) After years (1881-1892?) without any progress being made local citizens petitioned against annexation into El Sobrante County on February 7th 1893 because they felt their township would be destroyed if it joined forces with neighboring townships - again without success! On July 3rd 1899 Commissioners George Waddell & Charles Jaffe granted approval for incorporation into Contra Costa county under then title “Livingston” but this title only lasted until May 1914 when it was changed back to “Contra Costa” effective date unknown because residents did not want their name associated with county government services beyond just incorporation within our borders... Residents continued using “livingSTON” abbreviation even after 1915 change because many people were still confusion about why their Township got rebranded so suddenly? In 1917 voters passing Proposition #2 approved designation change from City Of Contra Costa To Village Of Livingston effective September 1st 1917... After passage votersss amended charter changing all village boundaries excluding downtown areas becoming Townships instead creating 5 wards divided equally among them plus annexed portions [of El Sobrante Countyshipping company Eastville Ironside Commerce Center]. Downtown areas have always been part of Township vesting rights according as they grew larger ie Elmira Avenue South between Hercules Blvd./Cascade Ave & Albany St., most recently extending out along Hastings St./Valley Rd.(All streets within Municipality are numbered starting from Elmira Ave.) lengthwise thru downtown into Maximo Valley . Average resident pay rate was $27 per hour based upon hours worked... Today some feel lossy feelings about affiliation having removed village services closer thereto while others view it more positively duelda lots available closeby while providing ample amenities like parks access & nightlife
