Livingston started as an agricultural community in 1879 on land grant from Governor Manuel Micheltorena. The town was founded by James Livingston and his family during World War I on the recommendation of General Pershing. Livingston was one of the original towns developed around Los Angeles. In 1932, it became an incorporated city with a population exceeding 10,000 citizens. The city's economy is based largely on agriculture and services such as health care and law enforcement. With its proximity to both UCLA and USC campuses, Livingston has become a key center for research in both fields. The city also offers several cultural attractions, including an outdoor amphitheater housing rock concerts and other events, a municipal golf course, two amusement parks, two libraries with more than 20 million items in their collections, an arts district—the most comprehensive within Los Angeles County—and several restaurants and bars that attract vacationers from all over the country and world. Livingston is known for its mild climate which allows residents to enjoy many activities year-round including gardening, fishing, bird watching or hiking; however some activities are best done during specific months or seasons such as fall when temperatures drop below freezing then rise above throughout winter; spring when flowers start to bloom; summer when temperatures can exceed 100 degrees Fahrenheit (38 degrees Celsius) but stay cool all day long; autumn when leaves change color; and winter when temperatures drop below 0 degrees Fahrenheit (−18 degrees Celsius).

Livingston was founded in 1848 by a group of pioneers who set out from Monterey, California. The town was named for Maj. John Livingston, who had helped organize the California Battalion during the Mexican-American War. The town grew rapidly and soon boasted a post office, school, and store. In 1854, it became the county seat of Contra Costa County. By 1870, Livingston had become an important banking center with its own branch of the Bank of America. The population size peaked at over 10,000 in 1910 but declined after World War I until it reached 7500 in 1930. During the late 1960s and early 1970s, Livingston experienced a significant growth as an agricultural center based on its production of almonds and other crops. Livingston also has some noteworthy historical events associated with it including: -The first public meeting in Livingston took place on December 12th, 1849 when a group of men gathered to discuss forming a new society called "The Pioneers." -John Blythe donated land to be used as the basis for what would later become downtown Livingston; this donation is considered to be one of the earliest examples of city planning in California. -In 1865, Union Pacific Railroad extended their line through Livingston connecting it with Concord and Oakland; this event is often cited as being one of the key motivations behind why Livingston became an important banking center during that time period. -In 1925, Social Security Administration (SSA) began providing benefits to residents of Livingston; this event is generally considered to be responsible for increasing stability within the community since then.
