On July 21 1948, the Coast Guard's 7th District transferred from Long Beach to Livingston County effective October 1st under Executive Order 9694 "An Act To Consolidate The Authorities And Functions Of The Long Beach Municipal Police Department And Other Law Enforcement Agencies Within The District." The new police department had been organized with help from then-Mayor John Ahern who had served as an advisor to then-Commissioner James J Boggs. On December 2nd 1948 however, Mayor Ahern announced that he would not seek re-election due to health reasons and the newly formed police department took over operations December 3rd 1948 under Deputy Sheriff Al Beardt with Patrolman Claude Green serving as acting commissioner until January 3rd 1949 when Commissioner Gardner H Smith became permanent deputy sheriff after being sworn into office by Mayor Ahern on January 5th 1949 The U.S.'s Second Infantry Division arrived in California during World War II aboard USS Missouri (BB-63) from Philadelphia Navy Yard on March 27 1944 pursuant to General Order No XXXVII/1945 "Ordinance Setting forth Procedures For Transferring Units From Fleet Marine Forces To Army Corps Of Engineers". During its stay at San Diego Naval Shipyard they were redesignated First Battalion Ninth Marines(1/9), later renamed Third Battalion Ninth Marines(3/9). Livingston, California is a city in Contra Costa County, California, United States. The population was 27,933 at the 2010 census. It is the county seat of Contra Costa County. Livingston was founded on November 10, 1856 by James A. Livingston and his wife Margaret M. Ewing as a small farming community east of Orinda on the San Ramon River. The city's first store opened in 1857 and its first post office was established in 1861. The first school in what is now Livingston was built in 1865 and it became one of the largest public schools west of Sacramento until it closed in 1978.
