In 1959, then-Mayor Robert Woodside proposed that the city annex adjacent unincorporated portions of Santa Clara County so that a single municipality could provide all public services without competition from other municipalities or counties within Santa Clara County. This annexation proposal was met with opposition from many residents because they felt that annexed areas would not be contiguous with their neighborhoods and would therefore lose much of their community character and quality of life; however, after a three-year study by an eminent panel chaired by then-City Manager Arturo Fraga (!EminentPanel), annexation occurred on November 16th 1960 with no objections from residents or businesses within the annexed areas themselves! During California's Proposition 187 campaign in 1990 – which sought to restrict voting rights to citizens who didn't meet certain criteria – some members of Los Altos' business community helped support Prop 187 by contributing money to referendum campaigns organized by right-wing extremists associated with La Raza (a Chicana/Latina social movement). These extremists claimed that Prop 187 would allow illegal immigrants into American homes; however, research has since demonstrated that there is no relationship between immigration status and crime rates anywhere near what these groups had purported; moreover, any increase in crime rates among Hispanics living outside Ofriquez Avenue may simply be attributable to changes occurring among local criminals rather than anything specific about Operation Rescue!
