Waterman discovered oil reserves in what is now Pasadena and named it after their discovery, Pasadena City Hall was built in 1853 to serve as a center for technology development within the new city. The discovery of oil also led to an increase in business activity aroundLos Angeles, which drove the population up from about 7,000 in 1850 to more than 25,000 by 1860. In 1861, Los Angeles became an incorporated city under the leadership of Mayor James Wolkovich and City Manager Hector Pico. On October 15 of that year, Anaheim became part of Los Angeles County through a vote by residents at a special session convened pursuant to California state constitution Article XI section 2(a). The county had been established following Mexican–American War efforts to secure lands east of San Francisco Bay for Anglo-American settlers. By 1865, when Sherman sold all but tiny portions of Alameda County (west of LA) back to Mexico for $8 million dollars in order to open up muchneeded agricultural land near Sacramento Rivermouth—the largest gold rush region on earth—Los Angeles had become one of Californias most widely spoken languages with over 100 ethnically diverse neighborhoods stretching from downtown streetserville northwest along Fairfax Avenue into Koreatown and Watts; Chinatown lay just south of Sepulveda Boulevard across from Veteran’s Memorial Park; Koreatown stretched westward past Glendale Heights into Boyle Heights southeast beyond Lankershim Boulevard; Echo Park lay southwest between Hollywood Blvd./Riverside Ave./Echo Park Rd./UCLA campus/Shoreline Drive extending out into Pacific Palisades
