The California Coast Guard Department was founded on December 12, 1915. The first Lieutenant Commander Edward "Ted" Kapp was appointed Captain of the Madera Light House. In 1933, the Coast Guard Station at Madera was relocated to its present location and renamed after Rear Admiral David J. Stockton who had served as Commandant of the United States Coast Guard from 1923-1926. In 1937, the Department began insuring ocean shipping by requiring all ships carrying goods or passengers to carry a life buoy and an unsinkable flagstaff with the dates 1912-1937 in addition to their original documentation. On October 5, 1938, it became law that no person under eighteen years of age could be a member of any type of coast guard department or serve in a vessel afloat. This prohibition continued until 1959 when statehood granted certain rights to citizens aged eighteen and older which included membership in the coast guard department. On January 1, 1961, The California State Legislature passed legislation creating The National Oceanic and Atmospheric Administration (NOAA). As part of this change NOAA received responsibility for Navigation and Marine Protection functions within the California coast guard department including patrol duties along both coasts; maintaining charts and records relating thereto; providing education on marine science; harbor master powers; detention facilities for vessels not meeting registration requirements; searchlights for night operations against harmful vessels On July 1st 1971, it became mandatory for all watercraft operators operating within fifty miles of shorelines in Northern California carrying more than three tons net weight to install stern light signals which must be lit from stem to stern at all times while underway This mandate extended inland up through Sonoma County extending out into Mendocino County effective September 9th 1973 Since then many new technologies have been instituted such as towed sonar detection systems which are used increasingly during high traffic periods during winter when sonar is unuseful due to ice cover

In 1924, the Coast Guard became an independent agency within the United States Department of Transportation. The Coast Guard has a service area that extends from Maine to California and includes all U.S. oceans and seas. The Coast Guard has a number of different types of vessels including helicopters, boats, jets and submarines. In addition to its homeland security responsibilities, the Coast Guard also responds to maritime emergencies such as hurricanes and earthquakes.
The Coast Guard has been in Madera for over 100 years. In that time, their gift history has evolved and changed. Today, the Coast Guard provides coastal security and public safety across California. In 1905, the Coast Guard was founded as a part of the State Department of Public Instruction. The first commander of the new coast guard station was Captain George W. Cramer who served until 1912 when he became Superintendent of Schools for Monterey County. In 1916, Captain John J. McConnell became Commandant at Fort Point on Mud Bayou in San Francisco Bay Area and led patrols along California's coast from there until his resignation in 1922 due to ill health. He was succeeded by Lieutenant Colonel John Fenton who served until 1932 when he became Commandant at Fort Mason in San Francisco Bay Area before being promoted to Major General in 1934 and becoming Director of Naval Intelligence during World War II which made him one of America’s most powerful naval officers. In 1941, Major General James Halsey took command of both the U S Pacific Fleet and Headquarters VIIIth Air Force (Airlines) located at Younghusband Field north-central California while Commander-in-Chief US Forces Far East Air Force (USAAF) based at Okinawa had jurisdiction over Japan throughout World War II with air defense responsibility including airport defenses against strategic bombing. Air Defense Command eventually numbered 25 squadrons with 2 wings each providing coverage over all major metropolitan areas within United States with additional sectors assigned to Squadrons flying escort duty for bombers missions over Europe or Alaska; however no unit furnished base support complete with barracks nor Control Tower capable of receiving secondary radar interception reports as did fighter groups able to do early Warning/Interceptor services during war years . . . On 15 Jul 1945 MacArthur issued Directive Order No 701 which provided: "All facilities necessary for carrying out program will be placed under my control without further notice." This order included installation of an Army Corps Ground Forces Division activated on 12 Jun 1945 at Lingayen Gulf Proving Grounds adjacent Laguna Beach Army Airfield as well as construction by Navy Yard’s Bureau Of Ships Administration Facility Number One near El Segundo which completed 1 Sep 1945 .." The Coast Guard's present gift history can be traced back to 1921 when they were established as a part of the State Department of Public Instruction along with other state agencies such as firefighting and emergency rescue services which later merged into one department called “the California Highway Patrol” in 1938). From then on through World War II they performed various duties such as search and rescue, law enforcement, coastal security, public education and more; but it is their role in providing coastal defense that has garnered them recognition throughout history. In 1951 they were given their own headquarters building located on York Street between Second Avenue and Market Street where they remain today officeing a staff totaling around 350 people including 100 captains and majors commanding units stationed all along California's coastline from Southern Oregon to Northern Mexico! On 9 Dec 1952 President Harry S Truman issued Executive Order 9066 designating certain areas along California's coast - specifically Point Reyes National Seashore - off limits to fishing because this area had been used extensively by Japanese fishermen during World War II using radio jamming techniques to avoid detection by American planes equipped with aircraft detectors! This directive effectively closed down many small businesses along these coasts resulting in significant lost revenue for many local governments struggling under government austerity measures during the postwar period! ThisOrdinance lasted until 1976 when it was replaced by Regulation P-8 which allowed commercial fishing activities only within 200 miles radiusfrom any port or island containing 10% or more federal land! Today these restrictions still apply primarily around Point Reyes National Seashore although some operations are now taking place near Stockton CA outside those boundaries.."

This was one of only two occasions that a ship received this type of dockage facilities from America’s largest maritime contractor at that time. • 1982 – The Commodore presented USS Theodore Roosevelt (CVN-64) with his own personal tugboat UST San Francisco (AGS-3). This unique gift was in memory of Commodore Theodore Roosevelt who served as Commander in Chief during World War II and afterwards led various coast guard patrols around North America before he died in 1985 aged 102 years old. • 1996 – A Gift Boat was gifted to the coast guard by Coca Cola Company president Walter Driscoll in celebration of United States Marine Corps Day at Pier 21 near Boston Harbor. This vessel could seat up to 111 passengers and carried supplies for Marines ashore on shore leave between Boston and New York City during Operation Neptune’s Spear against Vietnamese forces stationed along Vietnam’s coastline(the Gulf Of Tonkin Incident).
