Manhattan Beach is located on the Pacific Coast of Southern California and it is part of the Los Angeles metropolitan area. The first settlement in what would become Manhattan Beach was made by Spanish Californios who landed on Isla San Pedro around 1821. In 1835, a group of English investors founded the town of Manhattan Beach after they acquired Rancho Santa Margarita from Diego Cámpora. In 1846, Manhattan Beach became an incorporated city under the name of Newport News with a population of about 2,500 people. In 1907, Hawaii-born millionaire James Buchanan Marriott bought land in Newport News and created a coastal grove called "Marriott's Forest". He donated money to build public buildings including libraries and parklands as well as two schools for his childrens' education. The first school building opened in 1913 and later served as the city hall before being replaced by the current building in 1937. From 1909 until 1922, Municipal Judge Edwin Jaffe presided over trials for criminal cases which were then transferred to Superior Court where they could be heard more quickly because jurors could not travel to local courtrooms (the long trip took an hour). The Judicial Council developed rules governing docketing procedures so that all felony prosecutions throughout Orange County should have been handled by one court rather than having several courts handle different types of prosecutions simultaneously. A new courthouse was completed in 1932 on First Street adjacent to City Hall and served as both court house and jail until 1989 when it was renovated into apartments known today as One University Plaza Apartments (one block east of City Hall). A new juvenile hall opened in 1924 at 433 Third Street which housed Juvenile District Courts for Children through age 17; it closed its doors in 1978 but has been used occasionally for private events since then (e.g., functions for Mayor Antonio Villaraigosa ). Thirteen blocks north along Third Street at Eighth Avenue is still home to Newmark Realty America’s Long Island headquarters with its own gymnasium/fitness center/sports complex known officially as “Marriott Place” since 1984 (). Annexations began happening southward towards Bellport during this time due to annexation proceedings that were initiated by Mayor Angelo Rossi; however no housing actually resulted from these annexations because only 0.3% or less of all assessed value resulting from annexation efforts went towards housing development
