In the early 1900s, Manteca was a small town in Central California. The town was founded in 1887 by J.B. Cunningham and W.F. Bates, two men who were part of the first organized militia in California. At that time, Manteca was a farming community with a population of around 100 people. The first National Guard unit to be stationed in Manteca was the 9th Regiment of Infantry (Manchukan). These soldiers were called up for service during World War I and when the war ended they returned home to help rebuild the community. When World War II started, Manteca had already become an important military base due to its location on Route 66 and because it served as an airfield for both American and Japanese planes during the war. When Japan surrendered, Manteca became part of United States Army Occupation Zone 1 which lasted until 1946 when it reverted back to Japanese control once again. During this time, there were also several other units stationed in Manteca such as 4th Battalion of Artillery (Caldwell) which served from 1944-1945; 3rd Battalion of Infantry (Lodi) which served from 1945-1946; 2nd Battalion of Infantry (Salinas) which served from 1946-1948; 5th Regiment of Cavalry (Fresno), who arrived in 1948; and 1st Battalion of Infantry (Lodi) which arrived in 1949.
