Marina was founded on October 25, 1934 by Edwin J. Shultz as a small fishing village on the bay front in Marina del Rey, California. The name of the town came from Naval Base Marinas which was located on the coast of Marina del Rey at that time. Shultz purchased 1,000 acres (500 hectares) of land east of downtown to create a community and named it after his wife's maiden name. The first residents were fishermen who built their homes near what is now Main Street and Harbor Drive. In 1937, Shultz donated land to the City of Marina for use as an open-air park with tennis courts and a playground. In 1951, he donated another piece of land to the city for use as a public library which still exists today. In 1957, Shultz donated a used car lot to the city for use as an open-air market place known then as "The SHULTZ Market." In 1978, The Mayoralty Building was erected in honor of Mr. & Mrs. Rudolph Wirths who had been instrumental in helping establish Marin County back when it consisted only of San Francisco Bay Area counties. On November 5th 1959, voters approved Measure M which created Marina del Rey into an incorporated municipality with its own police department and fire station etc., contrary to what had been proposed by mayor Oscar Albarelli because he felt that such functions should be taken over by county government through County Administrator Office rather than within municipality itselflesto save taxpayer money and keep municipal services integrated better with county government resources thereby enhancing county functionability while reducing Central Government duplication or overlap
