The United States Army has always been a part of the California culture. The area now known as Mission Viejo was first inhabited by the Tongva people, who had their own trade system and language. The mission in which Mission Viejo was founded in 1795 was one of the largest and most successful missions in California. It was also one of the few missions that survived until 1821. The army presence in Mission Viejo began with Captain Robert Henschel's unit stationed there during World War II. After the war, many soldiers were drafted into the military and came to live in Mission Viejo. In 1951, when America became a republic, Captain John Wesson's unit from Fort Pointe Loma continued to serve at Mission Viejo as an honor guard for San Diego County residents visiting Los Angeles County. In 1957, Governor Edmund G. "Pat" Brown announced his plan to build a new state capital on top of Mount Shasta. One of the Problems associated with this project was that it would require close access to water resources and transportation infrastructure needed for other projects statewide. As a result, General Electric offered its land at Mt Shasta for use as an armory for $1 million dollars per year until 1975 when it passed out to local governments under Proposition 13 (the "Gift Tax"). This move by General Electric led to increased competition among businesses for access to tax-free property across California which resulted in some companies such as GE selling their property at below market value so they could keep it while others lost out altogether (see also: Market values of real estate properties). In comments made after passage of Proposition 13, Mayor José Baez said that he would not rent or sell his home within city limits because he had concerns about how Prop 13 would impact small businesses especially given that many families lived near City Hall and relied on services provided by city hall officials without paychecks or benefits (see also: José Baez vs Jose Reyes). Mayor Baez' decision helped prompt City Manager Tom LaValle to begin discussions with GE about possible ways GE could be removed from those areas where it does not have any ownership interest - such as downtownMission Viejo - without affecting service or jobs provided by GE employees located therein (see also: Tom LaValle vs José Reyes). Eventually plans were made whereby GE would leave behind some holdings within downtownMission Viejillo but all company assets outside of downtownMissionViejo would be sold off ( see also: Juan Perez vs Tom LaValle).

Mission Viejo was founded in 1795 by Franciscan priests. The mission is now a city and it has a population of over 230,000 people. Mission Viejo was the first permanent European settlement in California and is also the oldest continuously inhabited incorporated municipality in Los Angeles County. The area that is now Mission Viejo was part of Rancho San Carlos, established by Juan Crespí on May 4, 1776. In 1821, Mission San Fernando Rey became the final repository of friars who had been expelled from missions in Alta California because of religious objection to polygamy. In 1827, Governor Manuel Micheletti approved an act to split Los Angeles County into two parts: one including Mission Viejo and part located east of the hills would become Anaheim while the other would includemission San Fernando Rey and parts located west of them would become Santa Ana. The original town site included present-dayMission Viejo as well as portions of what are now Larkspur, Gardena, Hawthorne and Moreno Valley. The first residents in Mission Viejo were Spanish missionaries who arrived on December 13, 1795 with six carloads of passengers and supplies for converting Native Americans at Rancho San Miguel de Palomares (now known as Mayapan). Father José Gomez established a small mission here on March 14th but soon abandoned it due to harsh winter conditions which made travel difficult and dangerous; he returned to Mexico City before any public buildings were erected here. A number of small missions were built throughout Southern California during this time period but only three remain standing today: La Purísima Concepción (now Cathedral de Guadalupe), Nuestra Señora del Carmen de los Arcos (new church), and PozueloMission (now El Pueblo Acebo). Bishop Anselmo Sanchez appointed Father Francisco Javier Abad as priest general for all Californias on October 25th, 1800 with instructions to build “a convent or seminary for no less than 300 persons” at Coyote Hills outside present-day Van Nuys Boulevard; however the project never got off the ground because Abad died in 1801 after being shipwrecked near Point Conception Island while sailing home from Manila Bay with supplies for his colony
