Most of Modesto's history occurred before the state was established. The area that is now Modesto was first populated by the Ohlone people, who lived in small villages near the confluence of the San Joaquin and Sacramento Rivers. The first permanent European settlement in what is now Modesto was made by J.B. Stuart in 1846, when he founded Mission San José de los Andes, which became part of Rancho Santa Clara after it was granted to him by Governor Juan Bautista Alvarado. In 1855, California Railroad Company petitioned for a charter from the Mexican government to build a railway from Stockton to Sacramento, but were rejected because they did not meet Indian requirements for land ownership. The company later built an extension from Sacramento to Stanislaus City, California. In 1861, as part of efforts to gain statehood for California, President Abraham Lincoln signed legislation creating Californias Central Valley District and giving it authority over all aspects of water resources south of Soquel Valley. This district included much of what is now Modesto County and parts of Merced County and Yuba County today. The town started off as a small community on ranchlands east of central Modesto along both sides of the Sacramento River. It began as a tiny mission town with only about 30 residents in 1856 and quickly grew into a thriving agricultural center with several thousand acres (1 million hectares) of farmland and hundreds of businesses including stores, mills, hotels and churches. By 1870 there were more than 10 000 people living in Modesto proper and surrounding towns such as Pleasanton; Dublin; Northridge; Sunnyvale; Lockwood; Newhall; Siskiyou Heights; Donner Pass; Tuolumne Meadows.; Oakdale ; Shasta Lake ; Ceres ; Millbrae ; Red Bluff ; Ukiah ; Manteca
