Montclair is a small town in Contra Costa County, California, United States. The population was 6,715 at the 2010 census. Montclair is located on the eastern edge of the San Francisco Bay Area and is bordered by Walnut Creek to the north and east, Cherry Hill to the south and east, Newarkdean to the west, and Menlo Park to the northwest. It has a humid subtropical climate with hot summers and mild winters. The first European settlers in what is now Contra Costa County were Spanish Franciscans who founded Mission Santa Clara de Asís in 1795. They named their new settlement Montclair after Mount Diablo in Contra Costa County. In 1821, Alameda County was formed from part of Contra Costa Circuit Court District 2 which included Montclair. The following year saw an even larger influx of settlers as land grants were issued for Rancho Rincon del Norte including much of present-day Hayward and Fremont Counties as well as parts of Sutter and Napa Counties. In 1825, George Templeton bought 8 acres (3 ha) near where Montclair now stands for $5 per acre (0.20 ha). This was one of many purchases that Templeton made during his career as an entrepreneur; he would become known for his involvement in early railroads, irrigation systems, telegraph lines, real estate investments,and other businesses that led to prosperity in southeastern California during its 19th century gold Rush period. templeton laid out streets grid-wise in his original property which still exists today with one street name being changed every 10 years or so due to Congregationalist church dedication ceremonies: Federal Street became First Street circa 1860 while Broadway became Seventh Street circa 1910; Masonic Avenue became Grand Avenue circa 1925 while Elm Avenue became Villa Avenue circa 1930; Irving Place becomes Irving Road circa 1940). During World War II most of what are now Hayward and Fremont Counties were annexed by Oakland into Berkeley Municipal District No..2 but portions such as Milpitas Heights remained within Richmond Municipal District No..1 which continued to serve those areas until it merged into Berkeley Municipal District No..1 on January 1st 1960 (). It wasn't until 1969 when voters following Proposition 13 passed a bill allowing city/county consolidation via referendum requiring two-thirds ratification among all residents registered to vote within each district before any action could be taken (). On December 15th 1969 this resulted in Berkeley merging with Oakland federally creating a single metropolitan area with a combined population of 9 million people making it one of North America's largest urban agglomerations (). On July 15th 1990 City Council voted 3-2 not only did they want annexation by East Palo Alto but also Menlo Park having long complained about their lack of representation on City Hall despite having a population over 100K () . On January 1st 1992 Menlo Park joined East Palo Alto making them both cities again with over 100K people living within their boundaries ().
