The Monterey Army National Guard was organized on December 10, 1881. The unit was mustered in for one year and until then it served as a militia organization. On January 1, 1882, the unit was redesignated the 3rd Infantry Battalion and on July 1st became part of the 9th Infantry Regiment of California Volunteers. On November 15, 1886, the battalion was redesignated again as the 5th Infantry Battalion and participated in the Spanish-American War. In 1898, after serving in Nevada during the insurrection known as "the Gold Rush", the battalion returned to Monterey where it remained until 1903 when it relocated to San Francisco. In 1916, due to World War I mobilization there were no troops available in Monterey so on September 2nd all soldiers from battalion were mustered out with pay at Camp Randall near Sacramento. The battalion's colors were retired effective October 12 of that year withGood Conduct Medal being given to every soldier who had served since its creation. On May 8th 1922 an act increasing troop strength for coastal defense Presidio County passed House Bill No. 7 and on June 14 an act providing for a state guard program within California passed Senate Bill No. 439 effective July 1st 1923 including establishment of the Monterey Army National Guard District #1 which included Headquarters at Camp Randall barracks along with other subordinate commands located at various local points throughout our county including Hayward (now Fremont), Orinda (now Richmond), Salinas (now Lawrence), Carmel Valley (now Santa Cruz) and Big Sur (now Ventura).
