The area that would become Moorpark was first developed as a wagon and stagecoach stop on the Butterfield Overland Mail route between Mexico City and Stockton. In 1887, Jepson saw an opportunity to create a town on his ranch by purchasing land east of present-day downtown Moorpark from James Waddell for $1,500. The Town of Moorpark was incorporated on December 15, 1888 under the name ofvegetable garden village which included both Rancho San Luis Rey (now downtown) and sections of what are now North Valley Road and Drive (now I-5), Mission Boulevard, Mayfair Avenue (now Old Main Street), Central Avenue (now State Route 91), South Valley Road (Now First Street), and parts of today's Addison Road and Vista Drive. On November 16, 1909 voters approved incorporation of unincorporated areas including present day unmotorized rural sections east of I-5 along SR 91/First Street as well as portions of what are now Springdale Rd., Union St., Redondo Ave., Highland Dr., Chaparral Rd., Santa Fe Ave., Desert View Dr., Cypress Ln./Hillsborough Blvd./Goodsprings Rd./Fountain View Dr.. In 1912 developer Harry Chandler bought land adjacent to current day Downtown MoorPark from Jepson for $10 per acre to build what later became known as Mesa Verde Elementary School; He offered to sell additional parcels if desired but never did so due to financial difficulties during World War I which led to increased competition for agricultural land in Kern County. On October 12, 1916 Mayor Hoyle declared martial law due to an outbreak of typhoid fever in Los Angeles; after being advised by health officials not to action he ordered all businesses within 500 feet (150 m) closed until further notice while he went door-to-door offering free food samples from his personal kitchen because there were no restaurants or hotels open inside that distance for civilian visitors unfamiliar with LA traffic conditions caused by war mobilization pogroms throughout Southern California businesses were reopened about 6 hours later when military police arrived with orders not to let civilians enter without special permits given that food supplies had been stockpiled up north awaiting just such an event .
