The Moraga Air Force Base is home to the California Air National Guard's 388th Airlift Wing. The wing is responsible for the transport of personnel and cargo in support of Operation Desert Storm, Operation Iraqi Freedom, and other military operations. In addition to its primary role as a transportation hub for the Guard, Moraga AFB also serves as an airbase for bombers and helicopters used by the Air National Guard and Air Reserve Command. The 388th Airlift Wing was activated at Moraga AFB on September 17, 1951. At that time it was part of the 5th Tactical Fighter Wing located at Davis-Monthan AFB, Arizona. On July 1, 1957, the 388th became part of First Tactical Aerospace Division which was headquartered at Barksdale AFB Louisiana. On October 1st 1958 First Tactical Aerospace Division moved to McConnell-Ritchie AFB Scotland where it remained untilactivated on May 30th 1959 due to budget cuts within NATO member nations. On November 25th 1961 an emergency activation order was placed with impact resulting in the move of both wings from McConnell-Ritchie AFB to Moraga AFB that same day when it was discovered that Santa Barbara Airport would not be able to handle both types of aircraft during local airspace restrictions effective December 1st 1961 which led to a need for an airport closer to Moraga than Santa Barbara Airport could provide. After months of planning and work by airmen from both wings (and many others) Santa Barbara Airport finally opened its doors on February 6th 1962 providing much needed relief during airport closures caused by winter storms lasting into late March 1962 including one closure that lasted over two weeks! On April 15TH 1962 Gen Earl H USAF assumed command of all United States Air Forces Central Command elements stationed in Southern California under LtGen Edward Coots USAF Commander AFRTC located at Edwards AFB before being transferred southward under MajGen Clifford E Berry USAF Commander CAACs command on May 31st becoming Deputy Commander Southwestern Area commands AFRTC - Morrison AB . The 389 th Airlift Wing relocated from McConnell-RitchieAirport into what is now known as Wright-Patterson Hangar No 3 while Headquarters & Headquarters Squadron moved into what is now known as Hangar 2 along with squadron detachments assigned here at Wright Patterson AB .....the 388 th AW had become operational.. .....all units were then reassigned back here at Wright Patterson AB effective June 6 th 1963 after flying out over Europe supportingOperation Overlord ............... Moraga's long history began with World War II when it served as a bomber base RAF Northolt England .......the first arrival here came in January 1945 when B-17s arrived from RAF LakenheathEngland .....the air force built up its presence here through World War II by adding new squadrons such as the 353d Bombardment Group (later redesignated 434d Bombardment Group), 915t Troop Carrier Squadron (later redesignated 347t Troop Carrier Squadron), 860t Aircraft Maintenance Unit (later redesignated 830t Aircraft Maintenance Unit), 449t Bombardment Squadron lastly 528h Service Flying Training School ...during WWII Moraga flew more sorties than any otherAAF base...... Withdrawal from AF came with world war ii however; prior thereto most equipment & personnel left via portsof call worldwide ...... Moraga continued housing American forces until 1949 when all USAF troops were withdrawn except those serving aboard Navy vessels operating off our coast ......In 1949/50 General Electric leased land adjacent to then moragaflight school campus (& still uses this property today) .........General Electric built their plants adjacent(still use this site today) making Moragan one stop you went if you wanted electric services ......In 1951 we became operative............ The Moraga Air Force Base gift history dates back to 1945. The base first opened its doors to the public in October of that year. It was then known as alternately, Moraga Municipal Airport and Moraga Army Air Field. In 1951, the base was renamed by President Harry S Truman as United States Air Force Base (USAF Bases) in honor of General Curtis LeMay, who had been instrumental in organizing the USAF. In 1955, the USAAF activated its 1st Tactical Fighter Wing at Moraga AFB and it served as a training center for new fighter pilots. In 1958, a second Tactical Fighter Wing was activated at Moraga AFB and it became operational with Lockheed P-38 Lightning aircraft. The wings were combined into one wing in 1961 when all tactical fighter commands were merged under One Command Headquarters (1TCHQ). The 1TCHQ also served as the air defense command during the Vietnam War. In 1969, Moraga AFB became home to the 4th Bombardment Wing which specialized in nuclear bombing raids against North Vietnamese targets. That same year saw another major renovation with an addition of a football stadium and gymnasiums onbase. Additionally, a theater complex and other buildings were added to support military functions such as concerts and shows. In 1975,activated an FM voice transmission facility providing communications for both Air National Guard units stationed at Moraga AFB and military installations around California due to concerns over possible hostile threats from foreign nations utilizing FM broadcasts through their listening posts overseas. In 1984-1985, generator installation projects totaling $21 million were undertaken atMoraga AFB resulting in increased electricity availability for the base personnel during times of high demand or emergencies within the USAF or local communities outside ofMoraga AFB area in 1987-1988 Major renovations took place onthe adjacent San Quentin prison which included expansion ofits facilities by adding new dormitories inmate population growing from 2200 inmates in 1980 to 6000 inmates by 1990 . This project is still ongoing today with plans for even more expansion . Moraga is a town located in Contra Costa County, California, United States. The population was 14,744 at the 2010 census. Moraga is known for its wine industry and wineries. The town is named after General José Antonio Moraga y Costilla, who helped lead the Mexican War of Independence. The first Europeans to visit what is now Contra Costa County were Spanish missionaries in 1768-1769. They established small villages near Bodega Bay on the coast of San Francisco Bay and named them Los Angeles de Agua Caliente (the hot water village). Mission Santa Clara founded by Franciscan friars in 1828 destroyed those villages and replaced them with settlements called Alta California (high country), Moraga being one of these. In 1851, General Mariano Vallejo founded the Townsite Company in order to prospect for gold along the San Joaquin River south of Bodega Bay. This company was dissolved in 1853 but its assets were used to form the nucleus of present-day Moraga Township. In 1862 local businessman John Dutton organized a group that purchased Rancho Rinconada from Doña Ana trailer owner Manuel Aguirre for $8,000 (). A post office was opened at Rinconada on December 10, 1865 (), and renamed Moraga soon afterward after General José Antonio Moraga y Costilla whose military victory over Don Fernando Rey at Polanco had secured independence for Mexico City three years earlier (). A second post office opened at Concordia on September 1, 1888 (), which became known as Alta California because it extended upriver from Contra Costa County’s central valley to where this new county ended just north of Stockton ()

After the war ended, air force officers and personnel continued to give donations in order to support post-war needs such as education and rehabilitation programs for veterans. In 1947, General Curtis LeMay created an organization called “Gift Unit” in order to distribute donated goods and services throughout the USAF. This allowed members of various commands within the USAF to give goodies away anonymously without fear of retribution from superiors. Throughout much of its history, the USAF has relied on donations from individuals and organizations outside of its ranks in order to meet wartime commitments and postwar goals. For example, during Operation Desert Storm in 1991, coalition forces received millions of dollars in donations from civilians across America in order to purchase weapons and supplies needed for their campaign against Saddam Hussein. Similarly, Operation Restore Hope (also known as Gulf War I) was conducted with assistance from private citizens across America who contributed foodstuffs, clothing, gasoline cans and other small objects essential for rebuilding Iraq after its devastating war with Iran. On May 17, 1847, the Moraga Valley Grant was issued to José Antonio Nieto by Governor Manuel Micheltorena. The grant was located in present-day Kern County and included land that extended from the Sacramento River to the San Joaquin Valley. It covered an area of . Nieto leased this land from the East Bay Company for $2 per acre in 1848. In 1850, he sold his share of the grant to José Maria Sánchez. In 1865, Sanchez sold it to Juan Bautista Portuguesa. In 1868, Portuguesa sold it to Francisco Javier Olivas y Ulloa. The following year, Spanish explorer Gabriel García Márquez purchased Olivas' share of the grant for $10 per acre. In 1872, García Márquez sold it to Hiram Bingham Jr., who donated it to the United States government as part of a treaty between Mexico and America signed on December 15th that year. On November 14th 1907, after seventy years of ownership by American citizens and Mexican nationals, control of the Moraga Valley Grant passed back into Mexican hands when Hiram Bingham's death left his widow with title to it.
