Since the first World War, Los Angeles County has been home to one of the world's largest and most decorated military forces. The Army National Guard traces its origins back to 1868 when it was organized as a battalion in the California militia. In 1924, the Guard was reorganized into an army corps with headquarters at Westover Barracks on Fairfax Avenue in Los Angeles. The Moreno Valley Army National Guard detachment is one of several units that make up what is known as "the Lucky 12" because of their success in achieving rapid expansion during World War II: The 2d Battalion, 9th Infantry Regiment (Majors), became a brigade-sized unit; 1st Battalion, 5th Cavalry Regiment (Majors) moved from San Bernardino to Moreno Valley; and 3rd Battalion, 33rd Infantry Regiment (Infantry) was mobilized here from Ventura County. These units were all activated for service in World War II. In 1941, General George Custer was killed in action at the Battle of Slim Rivers Bridge near Reno Nevada and the 4th Infantry Division was created from his command post divisional structure which included brigades and battalions reporting directly to Major Generals Sherman and MacArthur. This gave rise to inquiries about how such a large force could be mobilized so quickly and efficiently without disrupting regular army operations or causing undue inconvenience to civilians who hadto cope with wartime shortages of goods essential for their daily lives. Army leadership responded by instituting a system where divisions would rotate through various locations throughout California on campaigns such as Operation Pershing which liberated Mexico City; Operation Overlord which invaded Normandy France; and Operation Market Garden which successfully defeated Nazi Germany at Arnhem field. This system permitted Army commanders more flexibility while also permitting them to rapidly mobilize large numbers of troops without losing control over important strategic areas critical to war effort. This method served well until 1945 when overseas deployment began leading to increased logistical needs in addition to troop strengths exceeding those contemplated by planners resulting in numerous divisions being activated shorty after mobilization instead of being committed throughout California as planned due primarily to lack of available transportation resources. As a result, many soldiers never saw combat while others experienced harsh conditions and long deployments outside their home region-a situation that continue into this day albeit under different name(s).

The Moreno Valley Army National Guard was organized on December 12, 1916. The first unit to be activated were the 3rd Battalion, 9th Regiment of Infantry. On December 15, 1916 the battalion was redesignated as the 2nd Battalion, 9th Regiment of Infantry and placed inactivated on December 16, 1916. The 1st Battalion, 9th Regiment of Infantry was organized on February 7, 1917 and placed inactivated on April 8, 1917. On October 26, 1917 the battalion was redesignated as the 1st Battalion (Heavy), 9th Regiment of Infantry and activated at Camp San Bernardino with a strength of ninety-eight men. The battalion served with distinction during World War I until it was disbanded effective June 6, 1918 due to its reestablishment at Camp Pendleton with an all-volunteer force of one hundred fifty-six men including officers. On May 11, 1919 the battalion reorganized again as a regiment consisting of three battalions each under command of a lieutenant colonel and an adjutant general. The 1st Battalion (Heavy) remained inactive until it reactivated at Fort Tejon on November 10 with a strength of one hundred fifty-one men including officers. In 1920 it absorbed two other companies from the 1st Battalion (Light) which had been mobilized for service in Mexico City during that year's Mexican Revolution under orders from President Wilson as part of his so called "War against Poverty." Moreno Valley, California is a city in San Bernardino County, California. The population was 25,731 at the 2010 census. Moreno Valley is located on the eastern edge of Riverside County and is adjacent to both Riverside and Orange counties. Moreno Valley was founded in 1892 by miner José Moreno and his family. The town grew rapidly during the early years of World War I due to the military base that became known as Camp Roberts; after the war, many businesses moved into Moreno Valley from other parts of Southern California because of its good schools and good environment for business. During the 1990s, a large housing project called "Mesa Grande" was planned in what was then part of Moreno Valley; however, it never came to fruition because of opposition from local residents who felt that it would cause increased traffic congestion on nearby highways. In recent years, there have been efforts initiated by community leaders to revive Mesa Grande as a mixed-use development with retail, office space, and residential areas along one side while an open-air park on top provides views down onto downtown Riverside. In 2007–2008, Moreno Valley received national attention when then-Mayor Antonio Villaraigosa announced that he would not seek reelection after 14 years in office;[1] instead he sought appointment as governor of Mexico City. Villaraigosa's successor as Mayor had earlier announced plans for a major redevelopment effort in Moreno Valley which would include more than 1 million square feet (1002 m2) of commercial space,[2][3] though no such projects have materialized yet
