In 1857, a group of American farmers bought the remaining parcels from the Asimovs and started leasing them out. By 1902, all of Morgan Hill had been platted out. Morgan Hill became a city on November 3, 1912 when Mayor George Eustis announced that he had received a call for proposals for incorporation from citizens of Morgan Hill and surrounding villages. On December 21st, 1912, City Hall was dedicated with Mayor Eustis as the first mayor. The city changed its name to Hayward on July 1st, 1916 due to voters approving an ordinance changing the name from “Morgan Hill” because there were already two cities named Hayward in Contra Costa County (San Pablo and Hercules). The new name lasted until 1923 when it was changed back again to Morgan Hill after vote by City Council members failed to secure a consensus among residents over whether they wanted a new or old namesake based on history or geographical location only! In 1933-1934 during World War II much of Morgan Hill served as an airfield for United States bombers engaged in strategic bombing raids against Japan targets such as Tokyo Arsenal Air Station; Kobe Air Base; Osaka Castle Air Base; Nagasaki Air Station. On September 15th 1945 Japanese forces bombed and destroyed buildings including both City Hall Annexe located at 2200 block of Willow Avenue., killing all six occupants thereof including Mayor George Eustis who had just finished his term as Mayor. With this event Bay City News reported that "the end finally came" for downtown Hayward." On October 4th 1957 through Maynard Garrity’s efforts five acres (20,000 square feet) east of Streeterville Boulevard along Willits Road were acquired adjoining agricultural property east/ northeast of SR 128 between I-580/SR 99W & junction with SR 126 eastbound & US 101 southbound providing access via private road onto public street through center vista open space extending roadway width 6xsubdivided into blocks with Block One having unrestricted access within 0 rows x 16 blocks total =block size: = 16×2=64 Blocks
