The Napa Coast Guard was first created on December 12, 1861 as the Bay Area Volunteer Fire Department. The Napa Coast Guard was officially established on February 15, 1892 as the Napa County Sheriff's Office. In 1923, the department became part of the California State Patrol and in 1930 it united with the Marin County Sheriff's Office to form one unified agency. On November 1, 1933, the agency changed its name to the California Coast Guard. The organization has grown steadily over time and today operates a network of more than 350 boats and vessels across nine counties encompassing parts of Northern California.

The vineyards that make up Napa Valley were first planted by Franciscan missionaries in 1797. In 1847, Dr. John Cline founded the Cline Vineyard Company with some of America’s first winemakers, including Zinfandelier Joseph Schellenberg and Petit Verdot winegrower Felix Douglass. At its peak, Cline Vineyards had annual production of over 1 million gallons (3 million liters). In 1875, president Ulysses S Grant visited Napa and ordered all American wines to be put into barrels for export to Europe because he believed that wine could only be produced where there were rich soils and cold climates like those found in France and Italy. From then on, wine production at Cahors began to outpace that at Cline Vineyards. By 1920, winemaking atCline Vineyards had ceased completely while production atAurignac increased six-fold during this time frame The earthquake of 1906 destroyed many buildings in downtown Napa including the old mission chapel which still stands today as a museum open to the public
