Newport Beach has been called "the Venice of the West" and its economy has been based on tourism and other services such as seafood restaurants and motels since it became a California city in 1909. The first permanent settler in what would become Newport Beach was Nicholas de Portolà, who landed on Santa Ana Island in 1769 with his small group of Spanish explorers seeking new land to explore. Fort Point was established by Captain John Sutter on November 1, 1847 during the Mexican–American War to protect mission buildings and people within Mission Santa Ana de la Costa from possible destruction by elements supporting Mexico. On July 3, 1849 Governor José Juan Báez issued Order No. 6 for all public buildings in Orange County to be razed because of an increase in Native American presence thereabouts. De Portolà's group arrived at Balboa Harbor on February 14, 1850 having journeyed overland from San Francisco Bay via Cowpens Peninsula and Pismo Creek Valley . After much false starts they founded their new town on April 4th following an ordinance passed by the City Council that year establishing boundaries for townships along State Route 1 (now I-5). In 1905, Newport Beach became the first city in California to recognize a labor union. The workers' union, the United Automobile Workers of America (UAW), used the facilities of local milliners and dairymaids to rally supporters. In 1912, UAW members helped organize a strike at the nearby Peninsula Mill. In 1922, they helped lead a successful campaign to get City Council approval for an eight-hour day for all workers in Newport Beach. In 1959, Mayor John Mather asked then-Assemblyman Don Kleiman to help him pass a bill increasing the maximum wage for employees of government agencies from $2 per hour to $5 per hour. Kleiman was successful in getting the measure passed into law. The Newport Beach city council also voted in 1961 to annex part of La Jolla as its new town center. The annexation was controversial because it increased taxes on businesses within Newport Beach's boundaries by 1% each year and resulted in decreased funding for city services such as police and fire protection. However, most business owners welcomed the new community; many continue to use La Jolla as their main business district today.
