In 1956, Norco became one of 12 towns incorporated within Kern County by an act of the California State Legislature following passage of Proposition 13 which banned local government consolidation within a single county (Kern County then consisted of 31 separate municipalities). Norco is a small town in Los Angeles County, California, United States. It is located on the eastern edge of the city of LA and lies immediately adjacent to the city's southern border. The population was 9,651 at the 2010 census. The first people to live in Norco were Spanish settlers who founded a mission there in 1799. A second group of Spaniards arrived in 1821 and named it San Fernando de la Alameda after their patron saint, Santa Fé. In 1847 when Los Angeles was created as an official county subdivision, Norco became part of that new county. Norco was incorporated as a village on July 12, 1912, by 15 residents of Cerritos who had petitioned for incorporation from sections of Tecopa and Baldwin Hills. At first known as "Saddleback Valley", Norco grew rapidly due largely to its strategic location next to two major freeways: I-5 and Route 66 (now US 95). In 1960, Eisenhower Boulevard was designated the name of one of two streets running through Noroco parallel with Interstate 5; today these streets are also called Eisenhower Avenue and Second Street interchangeably between LA and Anaheim counties respectively. The other street segment from I-5 east to State Road 136 (now SR 2) served as residential subdivisions until they were annexed by La Cañada Flintridge into Pasadena in 1965 when Pasadena became an unincorporated community within LA County limits. The only remaining commercial area present at this time is what used to be called North Main Street which runs parallel to Interstate 5 just south of junction with SR 2 near Sylmar High School before becoming private property again following annexation by La Cañada Flintridge into Pasadena proper boundary in 1965 referendum but still retains its original name which is now Imperial Highway among other changes made thereto during this time period including designation by Caltrans initially as I-5 Connector prior to being realigned around Sylmar High School then redesignated northbound SR 2/southbound Imperial Highway concurrent with local loop Ventura Freeway also now CR 245 although no longer functional providing access along either route only continuing westward past current intersection onto newly developed Montrose Avenue serving primarily single family housing developments since then
