From there Waddell developed what is now known as "The Orange Empire." Norco, California was founded in 1865 by two brothers, George and John Norco. The town was named after their father, Nicholas Norco. The original town site was located on the banks of the Sacramento River between present-day Redding and Turlock. It consisted of a few small farms and a smattering of homes. In 1868, the brothers decided to move their business operations to a new location on the southern side of the river in what is now Modesto. The new site included more spacious farmlands and more than 60 homes. By 1923, Norco had grown to include over 1,000 residents and 20 businesses. In 1951, the Norco Chamber of Commerce moved from its original location next door to City Hall to what is now North Capitol Mall in downtown Modesto. At that time it became one of only a handful of chamber-sponsored businesses within metropolitan areas nationwide. In 1981, Norco voters approved passage of Proposition 13 which eliminated state support for most local government services in favor of statewide funding
