Norco is a census-designated place in Kern County, California, United States. The population was 2,853 at the 2010 census. It is part of the San Bernardino metropolitan area. The town was founded by mining entrepreneurs John Norvell and James Irvine in 1880 as a small village on land they had bought from the Canoga Park Mining Company. In 1885, they built the first store in Norco. The town grew rapidly thanks to its natural resources: rich soil and water supplies, making it an ideal place to grow grapevines and other crops; and its location close to railroad lines which made it easy to get goods to market. By 1899, Norco had a school, six businesses, 50 residents, and two churches. In 1907–1908, local developers George Earle and Harry Kapp developed what would become known as "the Soil & Watertown" subdivision northwest of Norco on large tracts of now-deserted land that had been donated by friends of Earle's wife Gertrude Bledsoe Earle. This new development consisted mainly of single-family homes with well-maintained gardens or plantations set among fertile hillsides studded with citrus trees and other fruits; many still stand today (though some have been replaced by more recent developments). Norco became an incorporated city on November 15, 1912 under the name of Riverside City because it included all of present-day Kern County as well as parts of Tulare County (then San Bernardino County) east of io Freeway (I‑5). As Riverside City grew larger than Norco proper – with a population over 1,000 in 1916 – the two towns amalgamated on February 9th of that year into one municipality under the name "Noroco". The post office at Noroco served both cities until 1959 when it was discontinued due to growing competition from Riverside City's new mail service which began operations May 1st that year. In 1951 voters passed Proposition 215 legalizing marijuana use within California without penalty or taxes for personal use inside open government areas such as county jails/ prisons inmates etc., thus beginning what would eventually be called "the War on Drugs." As NORCO became increasingly involved in this drug war - aided by federal funding - crime rates soared throughout much of Kern County especially around downtown where gang activity centered heavily around organized pot smoking contests during annual "Marijuana Cup" tournaments between rival gangs called Bloods vs Crips sponsored by various minor league baseball teams located near Downtown venues including Midway Park stadium where major league baseball games were played at that time until 1985 when those stadiums were closed down due to arson
