As an incorporated city, Cos Cob had more power than any other community within California until 1911 when voters passed Proposition 65 which limited local government powers. With no ability to tax or spend money locally like towns did before Proposition 65 took effect,Norco faded into obscurity until 1978 when then-Mayor Michael Ackerman announced plans for a new downtown park that would revitalize downtown Norco and make it a major tourist destination for the area. This soon led to increased development around the original park with restaurants and bars opening up along with new homes and businesses being built near it making Norco one of the most vibrant communities in Central Valley
Norco was founded on December 1, 1861, by Hiram Scott and his brother-in-law John L. Norvell. The company grew quickly and in 1865 it became the first incorporated town in Kern County. In 1876, Norco became an independent city and continued to grow rapidly until 1907 when it merged with Bakersfield into one municipality.
