The Coast Guard was founded on December 12, 1941 as the United States Coast Guard Reserve. The first Coast Guard Station in Novato was established on October 15, 1942. At that time the Coast Guard had a total of thirteen stations. The first cutter, HMCS Somerset, arrived at Point Reyes National Seashore on November 5, 1942. On January 1, 1943 the first buoy tender, USCGC Mayflower delivered supplies to Santa Cruz Island from Point Reyes National Seashore. In 1945 the first coast guard station in San Francisco was opened and by 1951 there were twenty-one coast guard stations across the country. In 1964 the Coast Guard decided to replace its sailing ships with jet boats and began purchasing jets for use as patrol boats. As these boats became more powerful they were also replaced by faster boat types such as helicopters and launches which made it difficult for the Coast Guard to keep up with technology changes. In 1978 a new Jet Boat Facility was built at Pier 39 in San Francisco Bay which allowed for better storage and disposal of jets used by the Coast Guard. On July 1st, 1990 an emergency response team consisting of five jets and four launchboats was activated off shore when a large oil spill occurred near Half Moon Bay California It was only after much public outcry did it become clear that this would be the last time jets would be used in an emergency response capacity; however this never happened because budget cuts soon followed making jet boat patrols less important than ever before
