Novato, California is a city located in Marin County, California. As of the 2010 census, the population was 16,287. It is the second most populous city in Marin County after Sausalito and is the seat of Sonoma County. The name "NoVato" comes from Spanish meaning "New Village." Novato was incorporated as a town on November 5, 1876. On November 3, 1886, it became a city with an area of 12 square miles (30 km2). The first post office at Novato opened in 1875 and was named North San Francisco. The original land for Novato was donated by Antonio Canby and his wife Angelina. In 1892 the City Council approved plans to build what would become City Hall on land that had been undeveloped for many years. In 1906-07 when voters passed a referendum to annex part of Sausalito into Novato they were not aware that the annexation would take place until after the election results were announced which showed that Mayor George Burgess had won with more than 60% of the vote over challenger William Fenton who got only 38%. On January 1st 1907 Mayor Burgess appointed Elisha Cuthbert as Collector at $5 per week which made him one of only two citizens above $50 per week in Marin County during this time periodotherwise all taxes were collected by sheriffs or other officials who received special licenses from county supervisors. This gave rise to rumors that Cuthbert received bribes from developers in order to keep their projects from being built or running into financial trouble.
